Brent settles at $94.62, its lowest since Aug 31, after Vance says the war cost Republicans Congress; US officials tell Axios the military is finishing preparations for possible renewed combat as Trump weighs a deal; and a tanker is hit north of Qatar. All eight gauges hold, with three new arrows.

Where things stand

Evidence through Nov 5, 9:25 AM ET

XRP spot: $1.32, FXStreet, 6:47 am ET Thursday Nov 5; up about 3% from Wednesday's $1.28 stamp. Evidence verified through Nov 5, 9:25 am ET.

No gauge moved; all eight hold, and three arrows are new. January Brent settled $94.62 Wednesday (Reuters), its lowest close since Aug 31. The 30-year par closed 5.28% (U.S. Treasury). XRP Flows: Wednesday printed $0 on both trackers, leaving the week of Nov 2 at -$529.51K with two prints to go. Tap any gauge for its basis, criteria and math.

  • Oil Shock: improving arrow (new). Brent's settle is $4.62 above the $90.00 marker.
  • Macro Backdrop: improving arrow (new). Sub-$100 settles: 1 of 5.
  • XRP Flows: worsening arrow (new). Thursday and Friday need more than $529.51K of inflow to avoid a net outflow week.
  • Yen Carry: worsening arrow holds. USD/JPY about 158.45 (Bloomberg), 1.55 yen under 160.

Next:

  • Nov 5: Lisa Cook's closed White House hearing

Top 3 things that matter

Index to the ranked items

The first sub-$100 settle starts two improve counts, but Gulf supply is still about a quarter short.

The deal path and the war path are both live, and oil priced only one.

A UKMTO-logged strike keeps the Hormuz count at zero.

1Brent settles below $100 as Vance blames the war for the loss

Critical✓ Verified

January Brent settled $94.62 Wednesday, down $8.98 or 8.7%, and WTI $88.12; both closed at their lowest since Aug 31 (Reuters via GMA News). It was oil's biggest one-day drop since April (NBC News). Early Thursday Brent eased to $93.82 at 04:26 GMT, a fourth straight daily loss (Reuters via Express Tribune).

The catalyst was political, not physical. Vice President Vance wrote on X that "the reason we lost is the war" (NBC News; Bloomberg), and Trump called that "largely true" while saying he would make the same choice again (MS NOW). Traders read it as a stronger incentive to settle with Iran.

For the gauges, this is the first settle under $100 since early October. It starts the Macro Backdrop count at 1 of 5 sessions and leaves Oil Shock $4.62 above its $90.00 improve marker (desk calc). Both carry improving arrows; neither has moved.

Counter-evidence: supply has not normalised. Gulf exports averaged about 17.1M bpd in October, roughly three-quarters of pre-war, on preliminary Vortexa data (Reuters via GMA News). Eurasia Group still puts renewed US strikes at 60% and says escalation would push Brent into a $110 to $125 band, and consumer-country inventories sit near 15-year lows (Reuters via Express Tribune). A price that fell on a vote can rise on a strike.

2Trump weighs strikes, a deal or the blockade after the midterms

HighPartially verified

US officials told Axios the military is finishing preparations for a possible resumption of major combat operations in Iran, including sending more assets to the region (Axios). Per Axios, Trump's options are renewed strikes, a negotiated deal, or keeping the blockade and sanctions running, which CIA Director Ratcliffe and Treasury Secretary Bessent favour. Vance leads the group urging a deal (Axios via Iran International).

The Wall Street Journal separately reported the administration is divided, with some officials urging new strikes and others pressing to wind the operation down (WSJ via Kurdistan24). No decision has been reported, and Trump told the FT on Tuesday there were no immediate plans to strike.

The diplomatic track is still open. Iran says contacts continue after talks ended without a breakthrough, and Qatar is still seeking both sides' approval for its proposal (Reuters via GMA News; Iran International). Oman's foreign minister spoke with Araghchi Thursday about resuming navigation through Hormuz (AP via CP24).

Why it matters: oil priced the deal path on Wednesday. The preparations report is the counterweight, and Eurasia Group's 60% strike odds suggest the market moved further than the politics (Reuters via Express Tribune). Verification: the Axios and WSJ reports are confirmed as reporting; their substance rests on unnamed officials.

3Tanker hit north of Qatar as Iran claims two more ship fires

HighPartially verified

UKMTO warning 196-26 reports a tanker struck by two unidentified projectiles about 50 nm north of Madinat ash Shamal, Qatar, at 23:20 UTC Nov 4; crew status and damage were unconfirmed (Reuters via Dawn; Arab Times). No one has claimed it, and the vessel and its flag were not named (AP via Manila Times).

Separately, the IRGC says two tankers and a tugboat caught fire overnight: one tanker after hitting a mine on what Iran calls an illegal passage south of the strait, a second while exiting eastward, and the tug while fighting that fire (Al Arabiya). No vessel, flag or owner was named, and Reuters and Anadolu carried the statement without independent confirmation (News of Bahrain). It follows Wednesday's equally unconfirmed four-tanker claim.

For the Hormuz gauge, the projectile strike is the one that counts: a UKMTO-logged strike keeps the improve count at zero of five. The IRGC claims stay unverified until a vessel is named.

Context: the strike sits inside the Gulf, west of the strait itself, so exposure is not confined to the chokepoint. Talks and attacks are running at the same time.

4Stocks rally and bond volatility eases after the sweep

Medium✓ Verified

The Dow rose 1,569.40 points, or 3.03%, to 53,356.12, its best day since April 2025, and the S&P 500 gained 1.58% to 7,688.62 (CNBC). VIX closed 16.61, down 4.22 (Cboe via Investing.com).

Treasuries rallied: the 30-year par closed 5.28%, down 4 bp, with the 10-year at 4.90% and the 2-year at 4.58% (U.S. Treasury). MOVE fell to 93.88 from 99.97 (StreetStats), so bond and equity volatility eased together.

What it does to the gauges: nothing yet. Bond Stress needs a 30-year close under 5.00 in a week with no long-end buyback scheduled; Wednesday's close is 28 bp above it, and the 20-year still yields more than the 30-year at 5.30%. Risk Appetite has no pre-registered criteria and holds at MIXED.

Crypto joined the bid: US bitcoin ETFs took in $74.6M (Farside), snapping three sessions of outflows (CoinGape), and bitcoin traded near $80,600 Thursday (FXStreet).

5XRP ETFs print zero again, leaving the week in outflow

MediumPartially verified

US spot XRP ETFs posted no net flow Wednesday Nov 4 on SoSoValue (SoSoValue; TokenPost) and on CoinGlass, read from a 9:15 am ET Nov 5 screenshot. The week of Nov 2 stands at -$529.51K after three of five prints (desk calc: Monday's SoSoValue print plus two zeros).

That puts the NEGATIVE test in play. Thursday and Friday together need more than $529.51K of inflow to keep the week out of net outflow. One complication: CoinGlass still shows no row for Nov 2, so Monday's outflow has no second-tracker read. If the week closes negative, the desk will state on the record whether that gap blocks the two-tracker confirmation the criterion requires.

Price is moving the other way: XRP rose a third straight day to about $1.32 (FXStreet), so the inflow drought is not stopping a rebound. Cumulative inflow is $1.81B with net assets of $1.49B on SoSoValue; CoinGlass's total row reads $1.73B, a different series that is not comparable.

6Democrats sketch their own crypto bill with a bigger SEC role

MediumPartially verified

House Democrats are discussing turning Rep. Maxine Waters' Crypto Investor and Consumer Bill of Rights into a broader market-structure bill next Congress, Eleanor Terrett reported, citing three industry sources who spoke with Democratic staff (PANews; Bitcoin Magazine). Ideas include a larger SEC role, a smaller CFTC role, and ethics limits on crypto dealings by Trump and other federal officials. No bill text exists, and Republicans call it a messaging bill.

Why it matters: with H.R. 3633 stalled since the 49 to 50 cloture failure (crypto.news via Finwire), the next market-structure vehicle may be written by the party that runs both chambers from Jan 3. That is a different bill, not the CLARITY Act revived, and an SEC-centred design cuts against the CFTC-led framework the industry backed. It would still need Trump's signature.

For Macro Backdrop: only Senate passage of H.R. 3633, a Federal Register rule or an OCC action qualifies; this does not.

7Fed and OCC checked bank systems after the Binance hack

MediumPartially verified

US regulators contacted banks to check for vulnerabilities and unusual activity after the $6.3 billion Binance hack, Reuters reported citing sources (Reuters via The Star); the calls came from Federal Reserve and OCC supervisors (CNA via UA News). One bank reported no disruption to its services, and a large US bank's cyber team contacted Binance within hours of the theft.

No agency statement was located, so the verdict rests on anonymous sourcing.

Why it matters: it is the first sign the hack is being handled as a bank-supervision question, not only an exchange failure, just as regulators have been easing banks into crypto. For XRP holders the live risk is still the stolen 233.46M XRP, which Elliptic says has moved to new addresses but has not been swapped or bridged (Elliptic).

8fixCleanup3_4_0 goes live, closing a token-minting loophole

Medium✓ Verified

The XRP Ledger enabled fixCleanup3_4_0 at 14:52 UTC Nov 4, ledger 108,112,129, after two uninterrupted weeks of validator support that followed an October reset (CoinDesk; crypto.news). It stops an account holding only the delegated PaymentBurn permission from minting new issued tokens such as stablecoins and MPTs; XRP's native supply was never exposed, and no exploitation has been publicly confirmed (CoinDesk).

The bundle also carries accounting fixes for Single Asset Vaults and the planned Lending Protocol (XRPL.org). Activating the fixes does not switch on lending: both amendments still need their own validator majority.

Why it matters: stablecoin issuers on the ledger can now delegate burning without the minting risk. Amendments never move a gauge; this is engineering coverage, not a demand signal.

9First trades clear under the SEC Innovation Exemption, on Canton

Medium✓ Verified

TSV LLC executed the first trades under the SEC's Sept 17 Innovation Exemption on Nov 4: Five North sold tokenized Canton Strategic Holdings (CNTN) shares to DRW Cumberland, with Flowdesk providing liquidity, settled atomically on the Canton Network (Markets Media). Tradecraft's public feed recorded about $30,296 of purchases (The Defiant).

Why it matters: the exemption now works in practice, not just on paper. The first venue runs on Canton, not the XRP Ledger, the second flagship US tokenization step in a week, after DTCC's service, to go elsewhere. Not an XRP demand signal.

10Yen holds near 158 as JGB yields slide with oil

Medium✓ Verified

USD/JPY traded about 158.45 at 8:55 am ET (Bloomberg) after Wednesday's dip to 157.38 reversed the same day (Vantage Markets). Wednesday's range was about 1.3 yen, well short of the three-yen session that moves Yen Carry to ELEVATED.

Japan's 10-year yield fell 5.5 bp to 2.755% as oil fell and Treasuries rallied (Finimize), a 14-week low (Trading Economics). The US-Japan 10-year spread is about 2.15 points, roughly flat (desk calc: 4.90% Treasury par minus 2.755%). Brent in yen fell to about ¥14,990 from about ¥16,400 (desk calc: $94.62 times 158.45). The Nikkei 225 closed at 61,077.90, down about 1.8% (FRED; desk calc).

Why it matters: cheaper oil in yen eases Japan's imported inflation, yet the pair has not moved. The worsening arrow holds 1.55 yen under the 160 trigger.
