Democrats take both chambers, leaving the CLARITY Act until Jan 3 with crypto's critics in line for the gavels; Brent settles at a four-week low as Trump says there are no immediate plans to strike Iran; and Tehran calls the US reply unconvincing as another tanker is hit off Limah. All eight gauges hold.
Where things stand
XRP spot: $1.28, crypto.news price data on its 9:01 am ET post Wednesday Nov 4; up about 2.4% from Tuesday's $1.25 stamp. Evidence verified through Nov 4, 9:25 am ET.
No gauge moved; all eight hold. January Brent settled $103.60 Tuesday (Reuters), still above both the $100 and $90.00 oil markers. The 30-year par closed 5.32% (U.S. Treasury). XRP Flows: Tuesday printed $0 on both SoSoValue and CoinGlass, leaving the week of Nov 2 at -$529.51K. Tap any gauge for its basis, criteria and math.
- Yen Carry: worsening arrow holds. USD/JPY about 158.32 (FXStreet), about 1.7 yen under 160 and 2.3 above the 156 close that resolves it.

Top 3 things that matter
1. Democrats sweep Congress; crypto's Senate path narrows to Jan 3
Critical✓ VerifiedCrypto's Senate route now runs out on Jan 3, and the committee gavels pass to its critics.
2. Oil sheds its war premium as Brent settles at a four-week low
High✓ VerifiedThe war premium is leaving oil, but Tuesday's settle is still $3.60 above the $100 line.
3. Iran rejects the US reply as another tanker is hit off Limah
HighPartially verifiedTalks and strikes are running in parallel, so the Hormuz count cannot start.

- Brent settled $103.60 Tuesday, its lowest close since Oct 7, and slid toward $102 Wednesday after Trump told the FT there were no immediate plans to strike Iran.
- Tehran called the US response to its conditions "not convincing"; a tanker was hit off Limah and the IRGC claims four more were destroyed by mines.
- Treasury held the refunding at $125 billion and dropped "at least" from its auction-size guidance.
- The incoming House Oversight chair signalled a probe of the Trump family's crypto business.
- XRP ETFs printed zero Tuesday on both trackers; the stolen Binance XRP has still not moved.
- Claim tracker: 10 new claims; 10 open verdicts re-tested, none moved. Watch list: 4 opened, 8 updated, 1 resolved.
Ranked items
1Democrats sweep Congress; crypto's Senate path narrows to Jan 3
Critical✓ VerifiedDemocrats won control of both chambers on Tuesday. AP called the Senate shortly before midnight, and the party flipped seats in Iowa, Kansas, Maine, Ohio, North Carolina, South Carolina and Texas (Time; NBC News). CNN projects at least 27 House flips. The new Congress is seated Jan 3, 2027.
For crypto, the result removes allies, not just votes. In Ohio, Sherrod Brown beat Sen. Jon Husted (Axios) despite more than $64 million in industry spending, a figure reported by Crypto in America and not yet checked against FEC filings. Pro-crypto Reps. Bryan Steil, Zach Nunn and Ann Wagner lost (Tree News). Elizabeth Warren is in line to chair Senate Banking as its top Democrat, which is seniority, not yet a decision (The Block).
The CLARITY Act now has a hard date. H.R. 3633 failed cloture 49-50 on Sept 15 and must pass in the lame duck or be reintroduced after Jan 3 (Payment Expert). TD Cowen expects no passage for two years under Democratic control (BigGo Finance).
For the Macro Backdrop gauge: the regulatory leg needs Senate passage or a Federal Register rule, and it cannot move the gauge while Brent settles above $100. Counter-evidence: industry-backed Republicans Pete Ricketts and Andy Barr won Senate races (Tree News), so the bench is thinner, not empty.
2Oil sheds its war premium as Brent settles at a four-week low
High✓ VerifiedJanuary Brent settled $103.60 Tuesday, down $1.17, its lowest close since Oct 7 (Reuters via Yahoo Finance), after Monday's 7.6% drop. Wednesday it fell to $101.85 at 10:34 GMT (Reuters via Lufkin Daily News). Trump told the Financial Times the US had no immediate plans to strike Iran (Reuters via Yahoo Finance), and SEB's Bjarne Schieldrop said a large risk premium left oil once Trump stood down from immediate post-election strikes (Rallies.ai).
Supply has not normalised. Preliminary Vortexa data put Gulf exports at about 17.1 million bpd in October, roughly three-quarters of pre-war (Cornerstone), and VLCC freight runs more than five times pre-war (Yahoo Finance). API showed a 5.27 million barrel crude draw against a forecast build (Reuters via Yahoo Finance).
For the gauges: Oil Shock needs a settle below $90.00, $13.60 away (desk calc). The Macro Backdrop count needs five settles below $100.00 and has not started. Counter-evidence: Capital Economics says renewed US strikes could push Brent above $120 (QNC News), and a senior Iranian official said Tehran would answer US strikes forcefully, in the region and beyond (Reuters via Algemeiner).
3Iran rejects the US reply as another tanker is hit off Limah
HighPartially verifiedTehran called Washington's answer insufficient. Mohsen Rezaei of Iran's Supreme National Security Council said the US response to Iran's seven conditions "was not convincing" (Reuters via Algemeiner), and a senior Iranian official said there is no deadline for exchanging messages through mediators (Reuters via Korea Times). Qatar says both sides are reviewing proposals and remain committed to mediation (Jerusalem Post).
The shooting has not paused. UKMTO reported a tanker struck by two projectiles in its engine room 14 nm northeast of Limah at 19:00 UTC Tuesday, with no casualties (AA). DataPortuaria names it the Barbados-flagged VLCC Grit, a detail UKMTO did not give. Separately, the IRGC says four tankers were destroyed by mines on a "prohibited" route south of the strait and two vessels were detained (Reuters via WTAQ). No vessel, flag or owner was named and nothing independent confirms it, so that claim stays unverified.
For the Hormuz gauge: the improve test needs five sessions of transits at or above the ten-day average with no new vessel strike, so Tuesday's hit keeps the count at zero.
4Treasury holds the refunding at $125 billion and loosens guidance
Medium✓ VerifiedTreasury set the refunding at $125 billion, raising about $8.6 billion of new cash (MNI). The change is in the wording: Treasury now anticipates keeping coupon and FRN sizes "for the next several quarters", dropping the "at least" it had used for more than two years (Bloomberg). Analysts read that as opening cuts to 20- and 30-year auctions in the first half of 2027, with increases concentrated in 2- to 7-year notes, though not everyone expects long-end cuts if funding needs grow (Reuters via 93.3 The Drive).
For Bond Stress: the 30-year par closed 5.32% Tuesday (U.S. Treasury), 18 bp under the 5.50 RED line. The improve test needs a close below 5.00 in a week with no 20- to 30-year buyback scheduled; the new quarter's buyback schedule was not read this run, so that leg stays open. Overnight the 30-year traded near 5.29% on the election rally (investingLive).
5Incoming Oversight chair signals a Trump family crypto probe
MediumPartially verifiedRep. Robert Garcia, set to chair House Oversight, told the president's circle to "lawyer up" and said the committee will examine the Trump family's crypto dealings, with World Liberty Financial the likely first target (Fortune via ChainCatcher). His statement was not read directly this run. Crypto.news cites a Reuters estimate of at least $2.3 billion in Trump family crypto earnings.
The tokens already reacted: WLFI fell about 10% to an all-time low and the TRUMP meme coin about 8% (Bitcoin.com). Subpoena power arrives with the new Congress on Jan 3; one report says subpoenas would start in February (KuCoin News), which the desk has not confirmed.
Why it matters for XRP: the SEC's and CFTC's crypto decisions are on the oversight list (Crypto in America). That is pressure on the regulatory channel, not on XRP's ledger or flows. An impeachment claim circulating on monitored X accounts has no named source; one report says Democrats could pursue it only if wrongdoing is substantiated (Bloomingbit).
6XRP ETFs print zero Tuesday on both trackers
MediumPartially verifiedUS spot XRP ETFs posted no net flow on Tuesday Nov 3 on SoSoValue (TokenPost) and on CoinGlass, read from a 9:15 am ET Nov 4 screenshot. That is the first print this week with two trackers in agreement. The week of Nov 2 stands at -$529.51K (desk calc: Monday's SoSoValue print plus zero). CoinGlass still shows no rows for Oct 30 or Nov 2, so both of those stay partially verified.
Context: US bitcoin ETFs lost $115.6M and ether ETFs $85.3M Tuesday (Farside). Cumulative XRP ETF inflow reads $1.81B on SoSoValue and $1.72B on CoinGlass; the two use different methods and are not one series. CryptoETF Today said several issuer reports for Tuesday were still pending (CoinCentral). WEAKENING holds; NEGATIVE needs the five-day sum, read Nov 7.
7Stolen Binance XRP still parked in six wallets
Medium✓ VerifiedThe 233.46 million XRP split across six wallets on Nov 2 had not moved as of Nov 3, per Bitquery (CryptoSlate), and Cryptoticker's own XRP Ledger query found no onward transfer (Cryptoticker). At $1.28 that is about $299 million (desk calc) that no issuer can freeze, so exchange deposit screening remains the only choke point.
CryptoSlate notes the split created new whale addresses without any buying, so whale-count charts will overstate accumulation this week. Why it matters: none of the stolen XRP has reached a market, which keeps it a supply overhang rather than realised selling.
8Yen whipsaws around 158 as Tokyo stocks slide on the vote
Medium✓ VerifiedUSD/JPY touched 158.75, fell to 157.39 as the Democratic lead firmed, and traded near 158.32 by 12:23 GMT (FXStreet). The range was 1.36 yen, under half the three-yen session that would move Yen Carry to ELEVATED. Chief Cabinet Secretary Kihara said Tokyo would watch markets with a "high sense of urgency" (FXStreet), standard market-watch language, not intervention. The Nikkei 225 closed 1.80% lower at 61,945 after falling more than 3,000 points at one stage (Trading Economics; MQL5).
MUFG called the yen's gain dollar-driven and marginal (FXStreet). For the carry gauge, nothing fired: the arrow resolves on a close above 160 or below 156. Brent in yen eased to about ¥16,400 (desk calc), and the US-Japan 10-year spread sits near 2.16 points, roughly flat.
9Houthi strike claims name a southern air base, not Riyadh
MediumUnverifiedHouthi spokesman Yahya Sarea claimed a drone strike on Abha airport and a ballistic missile hit on King Khalid Air Base in Khamis Mushait in Asir; the Saudi-led coalition said it intercepted three drones, one over Mecca (IANS via AP7AM). A later headline on monitored X accounts, at 9:03 am ET, places a strike at Riyadh's King Khalid airport; no published Houthi statement or Saudi account of that was located this run.
Why it matters for oil: the same statement warned Aramco facilities remain "within range" (IANS via AP7AM). A claim is not damage; the watch item on a confirmed strike on a Saudi oil facility stays open.
