Brent settles $104.77 after its biggest drop since July as Washington is reported to have approved Qatar's draft deal and Tehran says it is still far away; the six wallets holding the stolen XRP sit still as Binance completes its reserve proof; and US forces strike Qeshm on the eve of the midterms. All eight gauges hold.

Ranked items
1Brent settles $104.77 after its biggest drop since July
High✓ VerifiedJanuary Brent settled $104.77, down $8.66 or 7.6%, and WTI $96.46, down 7.4%, WTI's biggest daily loss since July 27 (CNBC). The trigger was diplomacy, not supply: Trump told reporters Iran wants to make a deal and "that could happen," and President Pezeshkian said Tehran seeks to resolve problems through dialogue (CNBC). After the close, Trump twice answered "No" when NBC asked whether he was considering strikes after the midterms (NBC News). Brent was near $104.28 Tuesday morning (Trading Economics), swinging on the Qeshm and draft-deal headlines.
The gauges do not move yet. The settle sits $4.77 above the $100 line the Macro Backdrop count needs and $14.77 above the $90.00 Oil Shock marker (desk calc).
Counter-evidence: physical supply has not improved. Windward counted 7 Hormuz crossings Monday, and Aramco CEO Nasser said more than 130 tanker attacks have been reported, with freight rates at least 15 times a year ago (Financial News via Reuters-Yonhap). This is a war premium coming out on expectations, and it goes back in if talks fail.
2Report of US approval of Qatar's draft meets Iranian denial
HighPartially verifiedQatari mediators took a version of a draft US-Iran deal, under discussion for eight days, to Tehran on Monday night (Reuters via Al-Monitor). On Tuesday morning Al-Araby Al-Jadeed reported that Washington had approved the draft memorandum, citing sources close to the mediators (Newsquawk), and Al Arabiya carried a similar account (Iran International). WTI dropped toward $93 on the headline (monitored X accounts). No US official has confirmed it on the record.
Tehran pushed back within hours. Foreign Ministry spokesman Baghaei said no new development had been reached, and security official Rezaee said the US response was "not convincing" and Hormuz reopens only if Iran's seven conditions are met (Iran International). A senior Iranian official told Reuters the sides are still far from a deal. Qatar says both parties remain committed, and mediators expect answers within 36 hours (Iran International).
Verified: a draft exists and is moving through Qatar. Not verified: that the US approved it, or that Saudi Arabia and the UAE signed off, as a follow-up report claimed. Both are logged as unverified claims.
3Stolen XRP still parked as Binance completes its reserve proof
High✓ VerifiedThe six wallets holding the 233.46 million stolen XRP had sent nothing onward as of 07:27 UTC Tuesday, per XRP Ledger data (CoinTurk; CoinReporter). Elliptic called Monday's split likely part of a laundering phase (Bloomingbit). Lookonchain separately tracked about $250,000 of hack proceeds into Gate over 12 hours (CoinReporter); that figure is not tied to the six XRP wallets.
Binance said in Recovery Update #5 that the zero-knowledge proof for its Oct 31 snapshot is complete, covering 10 tokens including XRP and RLUSD, each verifiable at at least 1:1 (Cryptoticker; Blockhead). The proof covers one cut-off date, before the withdrawal wave, and a wider snapshot follows Nov 4. Binance also said hourly deposits exceeded withdrawals by 03:00 UTC Tuesday (Watcher.Guru), its own figure. Tracked assets fell from $144.9B to $129.2B after the hack, a drop that mixes withdrawals, prices and the theft (Bitcoin.com).
Why it matters for XRP: native XRP cannot be frozen, so exchange deposit screening is the only choke point on about $292 million of supply (desk calc at $1.25). None of it has reached a market yet.
4US strikes Iran's Qeshm Island on the eve of the midterms
High✓ VerifiedUS forces carried out limited strikes on Qeshm Island late Monday, which three US officials told CNN were defensive. One official said they targeted Iranians using surface-to-air missiles against US assets; another said they followed Iran firing at a US aircraft (CNN). Officials told NBC the strikes were not a resumption of major combat operations (NBC News), and the Wall Street Journal reported smaller strikes have run for several weeks (Times of Israel). Trump said Tuesday "we hit it last night very nicely" (monitored X accounts).
The IRGC claimed it downed two US reconnaissance drones over Qeshm; CNN said it is unclear whether that is related. Iran's deputy foreign minister reserved the right to respond but called the strikes part of an "ongoing war" (CNN).
Read: the strikes came hours after Trump said "no" to post-election strikes, and neither side treats them as a break in the talks. The ceasefire is a lower-intensity war, not a pause, which is why the oil drop rests on expectations.
5Indian vessel struck near Limah as Hormuz traffic stays thin
Medium✓ VerifiedIndia's foreign ministry condemned an attack on the Indian-flagged MSV Al Jusufi near Limah, Oman, on the evening of Nov 2; 13 of 14 crew were rescued by Oman's coast guard and one sailor died (NVI; Dainik Jagran). UKMTO separately reported a vessel holed by an unknown projectile off Lima on Nov 1, crew safe (GMA News). Iranian state media claimed three tankers caught fire Tuesday (monitored X accounts); no maritime authority has confirmed it.
Traffic: 7 vessels crossed Monday, down from 8 on Sunday, one crude tanker crossing dark (Windward). That is not the Reuters series the Hormuz gauge uses, which was not located again. The improve count stays at zero of five because new strikes keep landing.
6Treasury trims its Oct-Dec borrowing estimate to $618 billion
Medium✓ VerifiedTreasury now expects to borrow $618 billion in privately held net marketable debt in October to December and $800 billion in January to March, assuming an end-of-March cash balance of $1 trillion (U.S. Treasury). It entered the quarter with $984 billion of cash against the $950 billion assumed in August (The Currency Analytics). The $628 billion figure circulating Monday is August's estimate, not Monday's; the desk logs that claim as contradicted.
Monday's par curve: 30-year 5.28%, 10-year 4.91%, 20-year 5.31%, with the 20-year still above the 30-year (U.S. Treasury). Bond volatility stayed flat, with MOVE at 100.36 (Yahoo Finance). Wednesday's refunding is the real test: coupon sizes and buyback plans as the long-end buyback program ends.
7XRP ETFs open the week with a $529.51K outflow
MediumPartially verifiedUS spot XRP ETFs posted a net outflow of $529.51K on Monday Nov 2 on SoSoValue, with net assets of $1.42B and cumulative inflow of $1.81B (SoSoValue). CoinGlass's table still ended at Oct 29 when read at 9:11 am ET, so neither Friday's -$496.50K nor Monday's print has a second tracker; both stay partially verified. Crypto.news reported the same Monday figure, which is convergence on one source, not a second read.
Context: US spot bitcoin ETFs lost $398.6M and ether ETFs $139.7M the same day (Farside). XRP funds lost far less in dollars, but the week is one print old. WEAKENING holds, and NEGATIVE needs the five-day sum, read Nov 7.
8NYSE adds four transfer agents; no XRP Ledger in the announcement
Medium✓ VerifiedNYSE added Broadridge, Computershare, Equiniti and Superstate to Securitize and tZERO as transfer agents for its planned tokenized-securities venue, pending regulatory approval (NYSE). The three established firms serve close to 5,000 listed companies, including nearly 99% of the S&P 500 (NYSE). There is no launch date or securities list yet (Bitbase).
The XRP Ledger claim does not hold up. A widely shared post said NYSE "connects to XRPL, Stellar, XDC and Algorand" through its transfer agents, but NYSE's announcement names no blockchain and no stablecoin. The link is an inference through Securitize's own integrations, so the claim is unverified, not contradicted. For XRP, no demand channel is established.
9No court filing found behind the draft Ripple class action
MediumUnverifiedA holder posted a "proposed class action complaint" against Ripple and Garlinghouse alleging that "XRP is our North Star" statements misled buyers once RLUSD launched; the document describes itself as a proposed pleading for review by securities counsel (monitored X accounts). No docket, filing or law firm was located. The earlier XRP buyers' case, In re Ripple Labs, closed on April 6, 2026 with no class settlement (OpenClassActions).
Read: this is sentiment, the RLUSD-versus-XRP grievance running through holder channels this week, not litigation. It becomes news only if counsel files.
10CFTC clears equity perps; SEC staff adds decentralization FAQs
Medium✓ VerifiedCFTC Chair Selig said perpetual futures on individual stocks can now trade on exchanges registered with both agencies, deemed approved under Regulation 40.3 as security futures rather than by a new Commission order; no exchange, contract or date was named (Mondo Visione; CoinDesk). On Monday, SEC Corporation Finance staff added FAQs 1.4 to 1.6 on when governance participants form a "central party" and on functional versus decentralized systems (CryptoTimes); the page is staff guidance with no legal force (Crypto News Flash).
For the Macro Backdrop gauge, neither qualifies. The regulatory leg needs Senate passage of H.R. 3633 or a Federal Register rule, and it cannot move the gauge while Brent settles above $100.
11Aramco profit jumps 34% as it plans a bigger Hormuz bypass
Medium✓ VerifiedAramco's third-quarter net profit rose 34.5% to $36.25 billion, with adjusted income of $31.2 billion against a $30.66 billion consensus, on a realized crude price of $95.2 a barrel (Offshore Engineer; RTE). CEO Nasser said preliminary design is underway to expand the East-West pipeline from about 7 million to 10 million barrels a day (Financial News via Reuters-Yonhap). A 15% capacity-loss figure relayed on monitored X accounts was not located in published coverage.
Read: the kingdom is building to route around Hormuz, a structural sign it does not expect a quick reopening, whatever the talks produce this week.
