The Fed holds in a 10-2 vote with two dissents for a hike as September core PCE runs 3.1% and Q3 GDP 3.4%; XRP ETFs print zero for a third session, leaving the week at -$3.61M; and DTCC's tokenization service goes live on Canton and Besu, not the XRP Ledger.

Where things stand

Evidence through Oct 29, 9:15 AM ET

XRP spot: $1.29, CoinDesk, Thursday Oct 29, 7:53 am ET, down about 2.3% from Wednesday's $1.32 stamp (desk calc). Evidence verified through Oct 29, 9:15 am ET.

All eight gauges hold. The Fed held at 3.75% to 4.00%, so Global Liquidity's second-hike test did not fire; Brent settled $115.32; the 30-year par closed 5.37%; XRP ETFs printed zero again, leaving the week at -$3.61M. Tap any gauge for its basis, criteria and math.

Index to the ranked items

Two hike dissents and a firm PCE print keep December live for Global Liquidity's second-hike test.

Three prints in, the week is negative, and a net outflow week fires XRP Flows to NEGATIVE Friday.

The largest regulated tokenization launch yet gives the XRP Ledger no role at launch.

What changed

Since the prior brief
  • The Fed held at 3.75% to 4.00% in a 10-2 vote, with Governor Cook and Cleveland's Hammack dissenting for a quarter-point hike; Warsh said the Fed will hold fewer rate-setting meetings from 2027.
  • September PCE rose 3.6% from a year earlier and core PCE 3.1%, both in line, while Q3 GDP grew at a 3.4% annualized pace, above the 3.2% forecast.
  • XRP ETFs printed zero for a third session Wednesday, leaving the week of Oct 26 at -$3.61M with two prints left.
  • DTCC's Tokenization Service went live on the Canton Network and DTCC's private Besu network; the XRP Ledger is not among them.
  • Vance wrote to Iran's Mohsen Rezaei proposing direct talks, and Semafor reports talks on a temporary deal; Brent settled $115.32, up 1.3%.
  • A vessel was reported on fire 9 nautical miles north of Khasab, a day after CENTCOM said the primary Hormuz lanes are clear of mines.
  • Claim tracker: 9 new claims; no verdicts moved; 3 re-tests logged. Watch list: 1 resolved, 3 opened, 4 updated.

1Fed holds in a 10-2 vote as two officials push for a hike

High✓ Verified

The FOMC held the federal funds target range at 3.75% to 4.00% on Wednesday in a 10-2 vote. Governor Lisa Cook and Cleveland Fed President Beth Hammack dissented, both preferring a quarter-point hike. Chair Warsh gave no forward guidance for December and said the Fed will hold fewer rate-setting meetings starting in 2027.

Why it matters for the gauge: Global Liquidity sits at NEUTRAL and worsens to TIGHTENING on a second 2026 hike. Wednesday was a hold, so the test did not fire. CME FedWatch put a Dec 9 hike near 85.7% after the decision (CNBC), so the test stays live.

Market read: the curve moved two ways. The 2-year eased about 3 bp to 4.70% while the 30-year rose about 4 bp to 5.35% on the CNBC tape; the official par close was higher (see Bond stress).

Counter-evidence: Reuters reported Japanese bond traders read the decision as less hawkish than expected, and Treasury yields edged lower early Thursday. The hold is not a pivot: it is a pause with two votes for tightening, and Thursday's PCE gave the hawks no reason to stand down.

2September core PCE 3.1% and Q3 GDP 3.4% as inflation firms

High✓ Verified

Thursday's Commerce Department releases showed the PCE price index up 0.5% in September and 3.6% from a year earlier, up from 3.4% in August. Core PCE rose 0.3% on the month and 3.1% on the year, up from 3.0%, both matching forecasts. Separately, real GDP grew at a 3.4% annualized pace in Q3, above the 3.2% consensus, after 2.2% in Q2; BEA cited investment, consumer spending and government spending. Personal income rose 0.2%, below the 0.3% forecast.

Why it matters: this is the first inflation print after the Fed's hold, and it supports the two dissenters' case: growth accelerating while inflation sits well above 2%. It feeds directly into the Dec 9 decision, the next date that can fire Global Liquidity's second-hike test.

What it does not show: an in-line core print is not a surprise, and markets had priced most of it. Previews flagged September gasoline as a main driver of the headline figure. For crypto, higher-for-longer is the headwind, but the print itself moved no gauge.

3XRP ETFs print zero again; the week of Oct 26 sits at -$3.61M

High✓ Verified

US spot XRP ETFs recorded zero net flow on Wednesday, Oct 28, with all five funds flat on SoSoValue and on CoinGlass's USD table. That is the third straight session at zero or below and leaves the week of Oct 26 at -$3.61M, all from Bitwise's fund on Monday. The two trackers match, which is convergence on one primary print, not two estimates. SoSoValue shows net assets of $1.51B, cumulative inflow of $1.80B and $17.69M traded; CoinGlass shows cumulative inflow of $1.72B, a methodology gap the desk does not blend.

Why it matters for the gauge: XRP Flows sits at WEAKENING and fires NEGATIVE on a Monday to Friday week that sums to a net outflow. With two prints left, reaching the $39.78M NEUTRAL reference would take about $43.39M (desk calc).

The disconnect: the Robinhood deal, the Coinbase listing and Moody's rating all landed this week, and none has drawn an ETF bid. XRP fell to about $1.29 Thursday morning. A flat or negative week fires NEGATIVE when the Oct 30 print closes it.

4DTCC tokenization goes live on Canton and Besu, not the XRPL

High✓ Verified

The DTCC Tokenization Service went live on Oct 28. Eligible DTC participants can mint tokenized versions of securities DTC already holds, under the SEC no-action letter issued in December 2025. Twenty participants have signed, including JPMorgan, Bank of America, Citi, Morgan Stanley and Fidelity. Coverage reports 34 eligible securities worth about $30 trillion, with 24/7 transfers between registered wallets on the same network; conversions run in business hours.

The networks: the service runs on the Canton Network and DTCC's private Besu network. DTCC plans more networks in 2027, and its overview names Stellar and Circle's Arc. The XRP Ledger is not on the launch list or the named 2027 additions.

Why it matters: this is the largest regulated tokenization launch yet and a real step for round-the-clock collateral markets. Monitored X accounts framed it as the arrival of 24/7 markets; the documents give XRP no role. One scoping note: an outlet that compared sources says the DTCC release itself does not state the 34-security count or the 24/7 detail, which come from The Block and DTCC's overview.

5Vance letter reopens Iran talks as Trump weighs post-vote strikes

HighPartially verified

Vice President Vance sent a letter to Iranian security chief Mohsen Rezaei proposing renewed peace talks, with Vance leading the US side; Trump approved it but publicly framed the outreach as humanitarian. Officials said direct talks could start as soon as next week in Qatar or Turkey, and a formal Iranian reply was expected by Thursday. Semafor reports the administration is in talks on a temporary peace deal, and that US forces could resume combat shortly after the Nov 3 midterms if diplomacy fails.

What is verified: the letter and its delivery, reported by multiple outlets and acknowledged by Trump. What is not: that a temporary deal is under negotiation rests on one administration official speaking to Semafor, and no venue or date is confirmed.

Oil: Brent settled $115.32 Wednesday, up 1.3%, and WTI $102.78, on strike reports and Houthi attacks on Saudi Arabia; Brent eased to about $114.20 Thursday on the letter. Oil Shock holds at SHOCK: the $90.00 improve marker is $25.32 below the settle (desk calc).

6Vessel on fire off Khasab as CENTCOM says Hormuz lanes are clear

MediumPartially verified

UKMTO said a third-party vessel's master reported another vessel on fire about 9 nautical miles north of Khasab, Oman, at roughly 03:00 UTC Thursday. Crew status is unknown, and UKMTO gave no vessel name, cause or damage assessment. Iran's Mehr agency described it as an apparent attack; UKMTO did not say so.

The day before, CENTCOM said all internationally recognized primary transit routes are cleared of sea mines and called Iranian media reports of mine strikes false. An IRGC spokesperson told CENTCOM on Thursday to prove it with independent evidence.

Why it matters for the gauge: Hormuz Risk sits at DISRUPTION. The improve test needs five sessions of transits at or above the ten-day average with no new vessel strike; with no fresh Reuters transit count, the count stays at zero of five. CENTCOM's statement is a claim about lanes, not a transit series, so it does not move the gauge.

7Flare joins XRPL recommended validator list as Anodos exits

Medium✓ Verified

The XRP Ledger Foundation added Flare to its recommended validator list and removed Anodos Finance at Anodos's request, as Anodos retires its validator by the end of October. Coverage reports that the Foundation's list and Ripple's list now carry the same 35 validator keys, both including Flare's validator.

Why it matters: by default, XRPL servers trust validators on the Foundation's or Ripple's list, so Flare now counts toward consensus and amendment voting on servers using the defaults. That bears on pending amendments such as SingleAssetVault and the lending protocol. Neither the Foundation nor Flare tied the listing to any product, and the swap leaves the list size unchanged.

What it does not do: a validator change is governance plumbing, not a demand signal for XRP, and amendment status is read on XRPScan before any activation is reported.
