Top 3 things that matter

Index to the ranked items

The first gauge improvement since the August reset, though the rally was a haven bid and credit spreads widened.

Houthi strikes on Saudi targets drove a 6% week while Gulf crude flows ran near prewar, a risk premium rather than a volume loss.

Back to positive after an outflow week, a fraction of the $39.78M NEUTRAL reference, so XRP Flows stays WEAKENING.

What changed

Since the prior brief
  • Bond Stress stepped down to ORANGE on Oct 22 after five par closes at or below 5.50; the 30-year ended the week at 5.33% and the 10-year at 5.00%, after a 4.96% close Thursday.
  • Brent settled $116.72 Friday, its highest since April 29, up about 6% on the week, as Houthi missiles targeted Riyadh, Taif and Yanbu and Reuters reported Aramco ordering its Dhahran headquarters evacuated.
  • XRP ETFs closed the week of Oct 19 at +$4.26M, all through Franklin's XRPZ net of a $1.55M Bitwise outflow; Friday printed zero on SoSoValue and CoinGlass.
  • Franklin Templeton issued about $150M of sgBENJI on the XRP Ledger, nearly quadrupling its share count there, all into one wallet.
  • Trump told a Florida rally the US may do another operation against Iran, after saying this month there would be no attack before the midterms.
  • The yen ended near 156.9, a five-week high, as Japan's core inflation rose above the BOJ target at 2.1% and the 10-year JGB fell to 2.80%.
  • October Fed hike odds fell to about 7% on CME FedWatch from about 28% a week earlier; December stays the majority call.
  • The IRGC claimed two more supertankers hit mines; no ship names, no UKMTO match.
  • Claim tracker: 8 new claims; 7 open verdicts re-tested, none moved. Watch list: 6 resolved, 1 opened, 8 carried with dated lines.

Signal vs noise. Signal: Bond Stress leaving RED, because it is the first gauge to improve since the August reset, though the rally that did it was a haven bid during an AI-stock selloff and high-yield spreads widened the same week; Brent's 6% week, because Saudi export infrastructure was in the target set while Gulf crude flows ran near prewar, which makes the move a risk premium on what could be hit rather than a measured loss of supply; and the XRP ETF week, because it ended the outflow and the test is sign, not size. Franklin's ledger issuance is real institutional balance but sits in one wallet with undisclosed holders. Noise: a +$3.55M figure circulating as the week's ETF total (it is Wednesday alone); vote counts for the lending amendments that overstate XRPScan; IRGC mine claims with no named ship; posts describing massive explosions across western Saudi Arabia where the record shows alerts and interceptions; an unsourced report of a new Ripple White House meeting; and the Arf and BLOOM announcements recirculating as new.

1Bond Stress steps down to ORANGE as long yields fall

High✓ Verified

Treasury's par curve put the 30-year at 5.33% Friday, down from 5.43% at the Oct 16 baseline, after closes of 5.48% Monday, 5.42% Tuesday and Wednesday and 5.29% Thursday. The Oct 22 brief counted the fifth straight close at or below 5.50, which fired the pre-registered improve test and moved Bond Stress from RED to ORANGE, its first step off the top of the scale since late September. The 10-year closed 4.96% Thursday, its first par close under 5% this month, and 5.00% Friday; the 2-year ended at 4.69% (U.S. Treasury).

The rally was a haven bid, not an all-clear. CNBC tied the week's move to investors leaving AI-linked stocks, and Friday's 4 bp rise in the 30-year came as oil settled above $116. Counter-evidence: ICE BofA high-yield spreads widened to 3.40% on Oct 22 from 3.31% on Oct 16 (FRED), the opposite of easing stress, and the MOVE close was not located for a third Friday.

What moves it next: a par close above 5.50 returns RED. YELLOW needs a close below 5.00 in a week with no 20- to 30-year buyback on the schedule, and the current buyback program runs to the Nov 4 refunding, so YELLOW cannot fire before then. The FOMC decides Oct 28.

2Brent settles $116.72, its highest since April 29

High✓ Verified

Brent crude futures settled $116.72 Friday, up $3.55 or 3.14%, the highest settle since April 29, and finished the week up about 6%; WTI settled $103.27 (Reuters via Yahoo Finance). The session high was $117.45 (Reuters via Nikkei Asia).

The driver was Saudi infrastructure risk, not lost volume. Reuters tied the move to Houthi attacks across Saudi Arabia, reported that Aramco ordered its Dhahran headquarters evacuated on Thursday, and noted a UAE oil spill. The DOE authorized an emergency exchange of up to 400,000 barrels from the SPR for a disruption at Phillips 66's Lake Charles refinery, with the reserve already at its lowest since 1982 (Reuters). Counter-evidence: Vortexa put Gulf crude and condensate flows excluding Iran at 91% of prewar in September (Reuters via gCaptain), so the week's move prices what could be hit, not a measured supply loss.

Oil Shock stays at SHOCK, $26.72 above the $90 improve marker (desk calc), and five settles above $100 keep Macro Backdrop's count at zero. Japan's yen cost of crude rose to about ¥18,310 a barrel (desk calc), a tracked input on the Yen Carry tile.

3XRP ETFs end the week at +$4.26M; flows gauge holds

High✓ Verified

The five prints for the week of Oct 19 were $0, $0, +$708.52K, +$3.55M and $0 on SoSoValue, matched on CoinGlass (+$708.51K Tuesday), for a week of +$4.26M (desk calc). By fund on CoinGlass, Franklin's XRPZ took +$5.80M (+$2.25M Tuesday, +$3.55M Wednesday) and Bitwise's XRP lost $1.55M Tuesday; the other three funds printed nothing. The Friday print was zero on both trackers, marked complete.

The test is sign, not size, and the sign was positive. XRP Flows sits at WEAKENING after the week of Oct 12 netted -$1.83M; NEUTRAL needs one verified week at or above $39.78M, and a further net outflow week fires NEGATIVE. Neither happened, so the gauge holds. Net assets stand at $1.48B and cumulative inflows at $1.80B (SoSoValue, Oct 23); CoinGlass's cumulative column reads $1.73B, a different series the desk does not blend.

Counter-evidence: bitcoin ETFs took $301.2M on the week (Farside), about 70 times the XRP figure (desk calc), and XRP stood near $1.28 Saturday morning, down about 1.5% on the week (CoinGecko), so the inflow did not show up in price. A figure of +$3.55M circulating as the weekly total is Wednesday's print alone.

4Franklin Templeton adds $150M of fund shares to the XRP Ledger

High✓ Verified

Franklin's issuing account recorded two $75 million cash subscription receipts on Wednesday, then issued two batches of just over 72.18 million sgBENJI shares early Thursday UTC at a recorded $1.039 per share, taking the fund's XRP Ledger count to nearly 193 million shares, about $200 million, from about 48 million (CoinDesk, from ledger records). CoinDesk cites RWA.xyz ranking Franklin second among XRP Ledger tokenized asset platforms, behind RLUSD at about $930 million and ahead of Ondo at $185 million.

All of it sits in one wallet, which shares the issuer's eight authorized signers, any two of which can approve a transaction. The receipts do not identify the investors or the funding source, and Franklin had not said whether the wallet is an omnibus account. Each token is a share of a Singapore-domiciled money market fund; Franklin can approve, freeze or recover holdings.

Why it matters, and what it does not show: it is a real institutional balance on the ledger, and a 2025 agreement with Ripple and DBS lets eligible clients switch between sgBENJI and RLUSD. It is not XRP demand: no XRP purchase is involved, and until the holders are identified it is one wallet, not broad distribution.

5Trump says the US may do another operation against Iran

High✓ Verified

At a Fort Myers rally on Friday, Trump said "We may do another little Epic Fury", the US military's name for the Iran war, and did not elaborate (Reuters via US News). Times of Israel, carrying Reuters, reported the same remark. Reuters noted he said earlier this month that the US would not attack Iran before the Nov 3 midterms.

Read it as optionality, not a schedule. The remark keeps a strike on the table without a date, on the day Brent settled at its highest since April 29. Not verified this run: a reported envoy remark that strikes could come this weekend, and an Axios account of advanced Iranian plots against US officials; the desk did not confirm either from primary or wire sources.

Hormuz holds DISRUPTION and Oil Shock holds SHOCK; neither has a worsen step left. The checkable markers are an on-record US statement on timing and whether any strike lands before or after Nov 3.

6Yen ends the week near 156.9 as Japan inflation tops target

Medium✓ Verified

USD/JPY closed 156.87 Friday on Trading Economics, a five-week yen high, from 158.00 at the Oct 16 baseline. Japan's September core CPI rose 2.1%, its highest in nine months and back above the BOJ's 2% target, while the 10-year JGB fell 13 bp on the week to 2.80% as the tech selloff drove haven buying. Trading Economics reports the BOJ is widely expected to hold on Oct 30, with a possible hike in December.

This is not the unwind pattern yet. The yen firmed about 0.7% while the US-Japan 10-year spread widened 4 bp to 2.20 points (desk calc: Treasury par 5.00% minus 2.80%); an unwind needs the gap narrowing and the yen rallying together. Yen Carry holds WATCH with the worsening arrow, 3.13 yen under the 160 trigger and 0.87 above the 156 close that would resolve the arrow. Brent in yen rose to about ¥18,310 (desk calc), from ¥17,358.

7October Fed hike odds fall to about 7% before Oct 28

Medium✓ Verified

CME FedWatch put the odds of an October hike of at least 25 bp at 7.2% after Thursday's bond rally, down from 27.7% a week earlier and 55.4% a month earlier, while December hike odds slipped to about 78% (Yahoo Finance). FXStreet cited about 10.5% for October on Friday. The FOMC decides Oct 28, six days before the midterms.

The gauge test is the decision, not the odds. Global Liquidity sits at NEUTRAL and worsens to TIGHTENING only on a second 2026 hike; a cut would move it to SUPPORTIVE. Counter-evidence to a dovish read: Friday's oil surge revived inflation worries in the bond market (CNBC), and December is still priced as the likelier hike date. The 2-year par yield ended the week at 4.69%, 5 bp lower (U.S. Treasury).

8Houthi missiles target Riyadh, Taif and Yanbu; all intercepted

Medium✓ Verified

The Saudi-led coalition said Saturday it intercepted two ballistic missiles fired toward Taif and Yanbu, after an earlier interception of a missile aimed at Riyadh, where an AFP journalist heard two explosions (AFP via Marine & Océans). Civil defense alerts covered Mecca, Jeddah, Taif and Yanbu and were lifted within minutes (Gulf News, citing SPA). Reuters reported Aramco ordered its Dhahran headquarters evacuated on Thursday.

Yanbu matters because it is the East-West pipeline's Red Sea outlet, the main export route around Hormuz. What is not shown: no hit on a producing site, pipeline or terminal has been confirmed in this run's sources, and posts describing massive explosions across western Saudi Arabia overstate a record of alerts and interceptions. A video claim of smoke at a refinery near Khurais matches reporting the desk logged in early October and is treated as recycled.

9IRGC claims two more supertankers hit mines in Hormuz

MediumPartially verified

Iranian state media carried an IRGC Navy statement Friday that two supertankers on an unauthorized southern route struck naval mines, caught fire and were abandoned, carrying more than 4.5 million barrels combined (Middle East Eye, citing IRNA). Newsquawk logged the same report from Tasnim. The ships were not named and the desk located no UKMTO notice matching them; Kurdistan24 reported CENTCOM calling Iranian mine claims false, a statement the desk did not locate directly.

What is verified is the pace of attacks, not this incident. Seatrade, citing a Washington Institute fellow, counted at least 28 reported and confirmed attacks in and around the strait in October through Oct 21. Hormuz holds DISRUPTION with its improve count at zero; the claim is logged UNVERIFIED until a vessel name, UKMTO notice or owner statement appears.

10Stocks slip and bitcoin ETFs swing as AI selloff meets oil

Medium✓ Verified

The S&P 500 closed 7,623.68 Friday, down 0.52%, and about 0.5% lower on the week (desk calc from 7,659.44); the Dow fell 1.23% and the Nasdaq Composite 0.21% Friday (Yahoo Finance). The VIX closed 19.45, up 0.42, after trading as high as 20.66 (Cboe via Yahoo Finance).

US bitcoin ETFs swung hard: +$526.7M Monday and +$524.8M Wednesday, then -$635.6M Thursday and -$137.9M Friday, for a week of +$301.2M (Farside). Risk appetite is mixed, not broken: the VIX closed under 20 while the tech selloff spread, and the gauge has no pre-registered criteria, so it holds at MIXED. For XRP the read matches the flows item: crypto beta tracked the AI and oil headlines, not ledger news.

11Cleanup amendment holds majority; lending votes still short

Medium✓ Verified

XRPScan shows fixCleanup3_4_0 with 29 of 32 validator votes against a threshold of 25 and a majority timestamp of Oct 21, after support dipped and reset the clock earlier that week; with the two-week hold, activation is due about Nov 4 (desk calc). It is a fix bundle, not new functionality.

The lending stack is further away: LendingProtocol and LendingProtocolV1_1 sit at 17 votes and SingleAssetVault at 19, against 25 needed (XRPScan). Posts this week citing 19 and 21 votes for lending and the vault overstate both. Monitored XRPL validator accounts argued publicly over the pace of fix-amendment voting. Amendments never move a gauge; an amendment is verified only once enabled on ledger.

Watch next

Thresholds and dates

Bull case: the FOMC holds on Oct 28, the 30-year stays under 5.50 into the Nov 4 refunding, Saudi export infrastructure takes no confirmed hit and Brent eases back under $110, and XRP ETFs print a second positive week large enough to approach the $39.78M NEUTRAL reference.

Base case: current evidence points to a holding pattern: oil carrying a risk premium on attacks that have mostly been intercepted, long yields off their highs on a haven bid rather than relief, and XRP flows positive but small, with price flat. Seven of eight gauges sit where they started the week.

Bear case: a confirmed strike on Saudi export capacity or a renewed US operation lifts Brent further, the 30-year closes back above 5.50 and returns Bond Stress to RED, USD/JPY breaks 160, or XRP ETFs return to a net outflow week, which fires XRP Flows to NEGATIVE.

Watching:

  • FOMC, Oct 28: a second 2026 hike moves Global Liquidity to TIGHTENING; a cut moves it to SUPPORTIVE.
  • BOJ, Oct 29 to 30: a hike with the yen rallying would test the Yen Carry arrow.
  • XRP ETF week of Oct 26: closes with Friday's print on Oct 30; any net outflow week fires NEGATIVE.
  • 30-year par: a close above 5.50 returns RED; YELLOW cannot fire before the Nov 4 refunding.
  • Saudi infrastructure: a confirmed hit on a producing site, pipeline or terminal, not an interception.
  • Nov 3 midterms: whether any US action on Iran comes before or after.

Key Levels:

  • USD/JPY: 160 close moves Yen Carry to ELEVATED; a 156 close resolves the worsening arrow.

Methodology note. Bond Stress moved RED to ORANGE on Oct 22 on its pre-registered improve test, the week's only transition. The tracked-inputs review (Brent in yen, JGB 10Y, the US-Japan spread) keeps all three as tracked inputs: about four weeks of spread data, small weekly moves, and no direction that can be pre-registered yet; next review Nov 7. XRP ETF trackers matched for a fourth week, with CoinGlass read from a live-page screenshot. USD/JPY closes now cite Trading Economics. The Oct 16 high-yield spread reads 3.31%, not the 3.23% recorded for Oct 15. MOVE closes were not located on three of the last four Fridays. 81 claims were due for re-test; 7 were re-tested this run and the rest are queued. The Oct 21 brief received a post-publish edit on Oct 22 with no push. No site rendering faults this week.

Not investment advice. The desk publishes evidence and classifications, not recommendations.
