Treasuries rally as the 30-year par closes 5.29% and the 10-year drops below 5%; XRP ETFs add $3.55M to take the week to +$4.25M before Friday's deciding print; Arf and Ripple bring RLUSD settlement financing to the XRP Ledger; and the White House rules out Iran strikes before the midterms as Brent settles $113.17.

Where things stand

Evidence through Oct 23, 10:05 AM ET

XRP spot: about $1.32, CoinGecko, Friday Oct 23, 10:00 am ET, little changed from Thursday's $1.324 OKX stamp. Evidence verified through Oct 23, 10:05 am ET.

All eight gauges hold. Treasuries rallied hard Thursday: the 30-year par close fell to 5.29% and the 10-year to 4.96%, but Bond Stress needs a close below 5.00 in a week with no long-end buyback on the schedule to step down again. XRP ETFs added $3.55M, taking the week to +$4.25M with one print left. Brent settled $113.17, so the Oil and Macro backdrop markers stay out of reach. Tap any gauge for its basis, criteria and math.

  • Yen Carry: worsening arrow holds. USD/JPY about 156.45, 3.55 yen under 160 and 0.45 above the 156 close that resolves the arrow.

Index to the ranked items

The largest one-day drop of October moves Bond Stress further from RED, but not yet toward YELLOW.

Friday's print decides the gauge, with about $35.53M needed for NEUTRAL.

A named institutional RLUSD use case on XRPL, with no launch date and no XRP purchase requirement.

What changed

  • XRP ETFs printed +$3.55M, all through Franklin's XRPZ, taking the week to +$4.25M before Friday's print.
  • Arf and Ripple announced RLUSD settlement financing on the XRP Ledger for licensed cross-border payment firms.
  • The White House said the US will not attack Iran before the midterms, as The Atlantic reported strike options under review for after Nov 3.
  • Bitcoin ETFs shed $635.6M as the Nasdaq fell 2.6% on AI-spending worries; Brent settled $113.17.
  • The yen hit a five-week high near 156.4 and the JGB 10-year fell to about 2.80%.
  • The UAE found a tanker oil spill on Umm Al Quwain's beaches; the IRGC's seven-vessel claim still has no independent match.

1Treasuries rally as the 30-year par closes at 5.29%

High✓ Verified

The U.S. Treasury par curve put the 30-year at 5.29% on Thursday Oct 22, down 13 bp from 5.42%, the largest one-day drop of October (desk calc from the month's closes). The 10-year closed 4.96% from 5.13%, and the 2-year 4.65% from 4.81%. The move came on haven buying, not a fiscal change: the Nasdaq fell 2.6% on AI-spending worries and Meta's results while Brent hit its highest level since May (Yahoo Finance; Rigzone).

What it does to the gauge: Bond Stress holds at ORANGE ELEVATED. The 30-year now sits 21 bp under the 5.50 close that returns RED and 29 bp above the 5.00 close that would step it to YELLOW (desk calc). The YELLOW test has a second condition: the close must come in a week with no Treasury liquidity-support buyback of 20- to 30-year securities on the schedule, and the long-end buyback calendar the desk tracks runs to Nov 4. A sub-5.00 close before then would not fire the test.

Counter-evidence: one session of haven buying is not a trend. The oil shock behind the risk-off move is also an inflation input, and the Fed decides Oct 28 with a September hike as its last move. A tech rebound or a hot data print could unwind the drop as fast as it came.

For XRP: lower long yields ease one pressure on risk assets, but Thursday's rally came with crypto falling, not rising.

2XRP ETFs take $3.55M; the week stands at +$4.25M

High✓ Verified

US spot XRP ETFs took in $3.55M on Thursday Oct 22, all through Franklin's XRPZ, on SoSoValue and CoinGlass; the other four funds printed zero on SoSoValue. The two trackers match, which reflects one set of issuer disclosures, not two independent estimates. SoSoValue put total net assets at $1.49B and value traded at $16.39M, about half Wednesday's $33.55M.

The week of Oct 19 stands at +$4.25M after four prints ($0, $0, $708.52K and $3.55M; desk calc, using SoSoValue's $3.5464M for Thursday). Friday's print decides the gauge: about $35.53M in one day would reach the $39.78M NEUTRAL reference, and a Friday outflow larger than $4.25M would make the week net negative and fire NEGATIVE (desk calc). Anything between holds WEAKENING.

Counter-evidence: the inflow did not lift price. XRP traded about $1.32 Friday morning (CoinGecko), little changed from Thursday, while US bitcoin ETFs lost $635.6M the same day (Farside). A $3.55M day is about 0.2% of net assets (desk calc), and the week so far is roughly a tenth of the NEUTRAL reference.

3Arf brings RLUSD settlement financing to the XRP Ledger

High✓ Verified

Arf, a Zug-based firm and member of the Swiss self-regulatory body VQF, announced on Oct 22 a partnership with Ripple to provide RLUSD-denominated settlement financing to licensed cross-border payment companies on the XRP Ledger, with loans typically repaid in one to five days as payments settle (crypto.news; Crypto Briefing). Ripple quote-posted the announcement on X, calling settlement liquidity "exactly the kind of use case" XRPL and RLUSD are built for (crypto.news).

What is verified: the partnership and its phased design. Phase one runs RLUSD loans with underwriting done offchain; phase two moves to native onchain lending once XLS-65 and XLS-66 activate, which they have not (see the amendment item). Not disclosed: a launch date, the financing commitment, the RLUSD allocated, or how much volume will touch XRPL. Arf's about $10B in annual settlement volume is its own figure for its existing business, not XRPL activity.

What it means for XRP: this is a Ripple and RLUSD development. The announcement does not require payment companies to buy or hold XRP; XRP's role is transaction fees and account reserves (crypto.news). Read it as an RLUSD and XRPL utility signal, not an XRP demand signal. Early market response was muted (Crypto Briefing).

4White House rules out Iran strikes before the midterms

HighPartially verified

After the New York Times reported Oct 21 that US and Israeli militaries had drawn up plans for renewed strikes on Iran after the Nov 3 midterms, ABC News reported similar planning, and The Atlantic, citing US officials, reported Trump is weighing several days of strikes soon after the vote with no decision made (RFE/RL). The White House said on record the US "will not be attacking Iran at any time prior to the midterm elections" and declined to comment on specific plans; the Pentagon declined to comment (RFE/RL).

Verdict: the pre-midterm denial is on record. The post-midterm plans remain partially verified: three outlets report them from officials, none on record.

Oil read: Brent settled $113.17 Thursday, up about 4%, on the strike reports, Houthi attacks on Saudi sites and the US staff drawdown; WTI settled $99.47 (Rigzone). Brent traded about $115.27 Friday morning (Trading Economics, CFD reference). The $90.00 Oil improve marker sits $23.17 below the settle (desk calc).

Counter-evidence: the White House statement narrows the window for an attack before Nov 3, and Rigzone's report says crude exports through Hormuz have recovered to pre-war levels, a claim the desk has not verified against its transit series.

5Bitcoin ETFs shed $635.6M as a tech selloff hits crypto

Medium✓ Verified

US spot bitcoin ETFs lost $635.6M on Thursday Oct 22, reversing Wednesday's $524.8M inflow, led by IBIT (-$254.1M), FBTC (-$217.5M) and ARKB (-$109.4M) (Farside). The Nasdaq fell 2.6% and the S&P 500 1.2% on AI-spending worries, with Meta down nearly 7% after results, while the Dow was flat (Yahoo Finance). Bitcoin traded near $81,600 early Thursday, down more than 3% in 24 hours, with about $400M in crypto liquidations (Yahoo Finance). VIX closed 19.03, up from 16.68, and traded 20.52 at 9:38 am ET Friday (Cboe via Yahoo Finance).

Gauge read: Global Risk Appetite holds MIXED. It has no pre-registered criteria, and a VIX near 20 with the Dow flat is a sector selloff, not market stress.

For XRP: XRP ETFs took in money on the same day bitcoin funds bled, but $3.55M against $635.6M is a footnote, not a rotation.

6Yen hits a five-week high as JGB yields drop

Medium✓ Verified

USD/JPY traded about 156.45 Friday after touching 156.37, the yen's strongest level since September (Trading Economics). Japan's September headline and core inflation both ran 2.1% year on year, and the JGB 10-year fell to about 2.80%, down about 9 bp and its lowest since early August, as the tech selloff drove haven buying (Trading Economics).

Tracked inputs, not triggers: Brent in yen about ¥18,034 (desk calc: $115.27 times 156.45), up from ¥17,611 Thursday; the US-Japan 10-year spread about 2.16 points (desk calc: Treasury par 4.96% Oct 22 minus JGB 2.80%), down 9 bp from 2.25.

Why it matters: a narrowing spread with a rallying yen is the combination a carry unwind needs, and both moved that way this week. It is not an unwind: USD/JPY is 3.55 yen under the 160 worsen line and no session has moved three yen, the other ELEVATED trigger. The BOJ meets Oct 29 and 30; markets expect a hold with a possible December hike (Trading Economics). A close below 156 resolves the worsening arrow.

7UAE beach oil spill as IRGC tanker claims stay unmatched

MediumPartially verified

The UAE's Ministry of Climate Change and Environment said it detected a tanker oil spill affecting Umm Al Quwain's beaches, closed them and began clean-up (Euronews). The ministry did not name the source. Euronews recalled the Oct 9 strike off the UAE on a tanker that maritime security firm Vanguard identified as the Panama-flagged GEM NO.2; the desk has not seen any link between that vessel and the spill.

The IRGC's Thursday claim of seven vessels hit or mined, four during ship-to-ship transfers and three west of the strait, remains unverified: AP could not verify it and no UKMTO notice naming those ships has been located (FinanceFeeds; RFE/RL).

Gauge read: Hormuz Risk holds RED DISRUPTION. UKMTO-reported strikes off Al Faw on Oct 20 and Bukha on Oct 21 keep the improve count at zero of five, whatever the seven-vessel claim turns out to be.

8Cleanup amendment at 29 of 32; lending amendments short

Medium✓ Verified

XRPScan data on the desk's amendments panel at 9:34 am ET Friday show fixCleanup3_4_0 at 29 of 32 votes (90.6%), with majority recorded on Oct 21, so activation remains due about Nov 4. The lending stack that Arf's phase two depends on is well short of the 25 votes it needs: SingleAssetVault (XLS-65) 19 of 32 and LendingProtocol (XLS-66) 17 of 32; ConfidentialTransfer (XLS-96) sits at 18.

Vote counts come from XRPScan's list, which can trail the ledger; majority dates come from the ledger's own Amendments object. Amendments never move a gauge, and an amendment counts as verified only once enabled on ledger.

Watch: support for fixCleanup3_4_0 falling below 80% before Nov 4 would reset its two-week clock.
