It carried 28 of 33 validators against a threshold of 26 at its last count. The amendment implements XLS-75: an account can authorize another account to submit specific transaction types on its behalf, so an institution can separate day-to-day operational signing from its master keys without handing over full control of the account (XRPL Standards).
It is the first new ledger feature enabled since February, when Permissioned DEX and Token Escrow went live; the cleanup amendment enabled Sept 11 carried fixes only.
What it does not show: any named institution using delegation yet, or any change in XRP demand. Live means the transaction type now works on mainnet; adoption is a separate, later observation. Under desk methodology amendments never move a gauge. The original 2.5.0 PermissionDelegation stays deprecated with one vote; V1_1 is the version that activated.

Two supply shocks drove it: the strike-options report, and Hurricane Isaias, which shut in about 1.3 million barrels a day, roughly 63% of Gulf of Mexico output, per federal offshore data cited by Cornerstone Futures.
Late Thursday Trump posted on Truth Social that "we will not be attacking Iran at any time prior to the Midterm Elections," saying the two sides are having "productive discussions" and that the blockade stays in force (Axios; Al Jazeera). Iran's foreign minister said Tehran will reply to the US response on its Hormuz reopening plan within days (Al Jazeera). Brent traded about $103.2 Friday morning, down about 1% (Trading Economics).
What it settles and what it does not: an on-record presidential commitment against pre-midterm action, but not a denial that options were requested, so the strike-options claim stays partially verified. Trump's line that oil flows through Hormuz in record volumes has no shiptracking count behind it in this window.
$104.28 is the fourth straight settle above $100, so the Macro Backdrop count stays at zero; the Oil Shock improve marker at $90.00 sits $14.28 below (desk calc).
3XRP ETFs take $8.17 million, all through Franklin's XRPZ

Value traded was $65.44 million; net assets fell to $1.56 billion from $1.61 billion as price fell, and cumulative net inflow reached $1.80 billion (SoSoValue).
The week of Oct 5 stands at $11.31 million (desk calc: $3.14 million Oct 6 plus $8.17 million Oct 8, zero on Oct 5 and Oct 7) against the $39.78 million reference, with Friday's print still to come after the close. No outflow, so the XRP Flows worsen test is not met.
Context: the inflow did not hold price; XRP fell about 4% between morning stamps. US bitcoin ETFs lost $244.1 million and ether ETFs $72.5 million the same day (Farside).
4Vessel struck off the UAE; Iran claims a gas tanker hit
HighPartially verifiedUKMTO reported a vessel struck by an unknown projectile about 13 nautical miles west of Al Jazeera, UAE, at 1000 UTC Friday; a fire aboard was extinguished, crew status was unknown and authorities are investigating (UKMTO via This Is Beirut). The warning names no vessel and no attacker.
Separately, the IRGC navy said it struck the liquefied gas tanker NV Sunshare in the southern Strait of Hormuz for using an "illegal route," causing an engine-room fire, and warned that violators outside the strait will also be targeted (APA, relaying the IRGC). Iranian media also reported explosions in the southern strait that Fars attributed to tankers possibly hitting sea mines (Al Jazeera).
Not established: that the UKMTO vessel and the IRGC's tanker are the same ship. No operator, flag state or UKMTO update has named the vessel, and the locations are described differently. The IRGC strike claim and the mine report are both unverified as events; the UKMTO report is verified.
Either way a new vessel strike keeps the Hormuz improve count at zero. Wednesday's tanker hit north of Qatar still has no named vessel or attacker.

Its name marks it as a cleanup amendment bundling fixes rather than a new feature; the desk has not reviewed its specific changes.
BatchV1_1 (XLS-56) reaches its window at about 14:46 UTC today at 27 of 32, and fixBatchV1_2 at about 14:12 UTC at 32 of 32; neither was enabled as of 13:10 UTC. The validator set reads 32 with a threshold of 25, from 33 and 26 Thursday.
Majority can still be lost before a window closes, and an amendment counts as live only once enabled on ledger. LendingProtocolV1_1 (XLS-66) sits at 16 of 32 with no majority. None of these moves a gauge.
6Treasury designates 17 more Iran shadow fleet vessels

Bessent said no enabler of Iranian sanctions evasion is safe from Treasury's authorities.
"Neutralizes" is Treasury's framing, not a measured outcome: the release gives no figure for barrels stranded or loadings stopped.
Why it ranks: the action targets Iran's ability to sell oil already loaded, not traffic through Hormuz, so it does not bear on the Hormuz count. It adds to supply pressure at the margin, and Brent rose the same day on other drivers.
730-year par yield eases to 5.60% as stocks slip
