1Brent settles $100.32, 32 cents above the line

December Brent settled $100.32 on Monday, down 1.9%, and November WTI settled $89.43, down 1.8% (Rigzone; Reuters via Gulf News). By Tuesday morning Trading Economics showed Brent about $98.05, a third session lower. Reuters tied the drop to Middle Eastern crude exports running above 18 million barrels a day on several days in the last week of September, the G7 pledge of 100 million barrels from emergency stocks over four months, and Saudi Arabia's November price cut to Asia.

Why it matters: the Macro Backdrop gauge can improve only on five consecutive Brent settlements below $100.00. Monday missed by 32 cents, so the count is still zero, and Tuesday's trade below the line counts for nothing until a settle lands there.

Counter-evidence: the price is falling on exports, not on safety. Four more ships were hit in the same window (item 2), and the Hormuz gauge still has no qualifying session. A sub-$100 settle would be a supply signal, not proof the strait has reopened. The Oil Shock improve marker at $90.00 sits $10.32 below Monday's settle (desk calc).

2Hormuz: four more strikes, gas carriers now among the hit

UKMTO issued four attack warnings on Monday: a tanker struck at 1637 UTC Oct 5 near Musandam, leaving an engine-room fire the crew fought (warning 156-26), plus late reports of an LPG tanker hit Oct 4, a crude tanker hit Oct 4 and a crude tanker hit above the waterline Oct 3 (Seatrade Maritime, Maritime Executive, Al Bawaba). No casualties were reported. On Tuesday Seatrade named the owners of four hit ships: Sinokor's VLCCs Ghana Prosperity and Cameroon Prosperity, the LPG carrier Gas Vela (Sinogas Maritime) and the LNG carrier Maran Gas Mystras, which Maran Gas says is safe and continuing its voyage.

Attribution is not on the record. UKMTO describes unknown projectiles. Analyst Gregory Brew told Maritime Executive Iran has carried out about 11 strikes since last Wednesday, aimed at shuttle tankers ferrying cargo to Fujairah; that is analysis, not an official finding. A fifth warning describing an outbound oil tanker circulated on monitored X accounts; the desk did not locate it in published form.

Why it matters: gas carriers are now on the list, yet exports are holding, which is why oil fell anyway. Hormuz stays at its top level with zero of five qualifying sessions.

330-year Treasury par yield closes at 5.66%

Treasury's par curve put the 30-year at 5.66% and the 10-year at 5.31% on Monday, up from 5.63% and 5.28% Friday. 5.66% is the highest 30-year par close since at least Sept 1, above Sept 30's 5.64%, and every close since Sept 28 has sat above the desk's 5.50% line (U.S. Treasury). TheStreet put the 10-year at 5.315% on market quotes as the Nasdaq closed at a record and wrote that "the long-end sell-off is being driven by more than monetary policy." Trading Economics showed the 10-year about 5.29% Tuesday morning.

Why it matters: the long end kept rising after Friday's payrolls miss cut the odds of an October hike, so the pressure is not just the Fed path. Bond Stress stays at its top level, with the improve count at zero of five sessions at or below 5.50.

Counter-evidence: credit is not confirming stress. ICE BofA high-yield spreads narrowed to 3.10% on Oct 2 from 3.24% the day before (FRED), and equities rallied into the yield move.

4Ripple Prime expands prime services to Brevan Howard funds

Ripple said Tuesday that Ripple Prime will provide multi-asset prime brokerage, clearing and financing services to Brevan Howard funds, deepening an existing relationship (Ripple release via Business Wire). Brevan Howard Group COO Alan McGroarty is quoted on the growing need for institutional digital asset infrastructure; Ripple Prime president Noel Kimmel on next-generation prime services. The release notes Brevan Howard affiliates took part in Ripple's $500 million 2025 round.

What it does not say: the release does not state that Brevan Howard will buy, hold or settle in XRP or RLUSD, and it gives no balance or volume figures. Its line that RLUSD and XRP "underpin these capabilities" is Ripple describing its own platform. This is a Ripple corporate development, not evidence of XRP demand; the desk keeps the two as separate variables. What it does show is a named macro fund taking clearing and financing from Ripple Prime.

5Community bankers sue the OCC over crypto trust charters

The Independent Community Bankers of America sued the OCC on Oct 2 in federal court in Washington, challenging the March rule that lets firms doing non-fiduciary work, including digital asset activity, hold national trust bank charters, along with an earlier interpretive letter (American Banker, Crypto Briefing). ICBA argues the OCC exceeded its National Bank Act authority, says the agency has approved 21 trust banks under this administration, at least 13 of them crypto firms, and singles out Protego's charter. The OCC said it does not comment on ongoing litigation.

Ripple is not shown as a named party. Coverage lists Ripple among crypto firms that sought charters, but the desk has not read the complaint and no report says it targets Ripple's conditional approval. Why it matters: Ripple's charter is still conditional, and a ruling against the rule would cloud that path. A lawsuit is not one of the regulatory events that can move Macro Backdrop.

6Iran's president calls talks with the US "meaningless"

Iranian President Masoud Pezeshkian said Monday: "With an enemy that every day resorts to assassination, sanctions, pressure and threats, and that breaks its commitments, negotiations are meaningless," according to state agency IRNA as reported by AFP (Gulf Today). He said the US had attacked Iran three times after dialogue. Iran International carried the remarks Monday evening alongside the latest tanker incidents.

Why it matters: a day earlier Iran's deputy foreign minister said US views passed through intermediaries were still being examined. The president's line hardens the public position but is not a formal rejection of the US response, and no new Qatar round or compromise text has been reported. It lands while strikes in the strait continue and Trump says he will make "a decision" on Iran.

7SPR exchange bids close as IEA readies the G7 release

Bids for the Energy Department's latest SPR exchange of up to 40 million barrels are due 11 am Central today, for delivery in November and December (DOE). DOE says more than 133 million barrels have been awarded across four completed exchanges toward the 172 million barrel US commitment, and that returned barrels carry a 25% premium. Rigzone puts the reserve at 283.8 million barrels as of Sept 25.

Separately, Reuters sources say the IEA governing board will set the details of the G7's 100 million barrel release at its Oct 14-15 meeting, including the crude and diesel split and which countries take part; Italy is said to be in. The IEA has not confirmed, so this half is partially verified.

Why it matters: exchanges add supply now and book refill demand later, because the barrels come back with interest. That repayment is one of the refill markers on the desk's SPR watch item.

8XRP ETFs open the week at zero

SoSoValue and CoinGlass both show zero net flow for US spot XRP ETFs on Oct 5. SoSoValue marks the day update completed with all five funds at $0.00; CoinGlass shows four funds at zero and 21Shares blank.

The week of Oct 5 therefore opens at $0 against the $39.78M reference; the two-week count restarted at zero after the week to Oct 2 took $4.75M. Three of the last six sessions have printed zero. SoSoValue puts cumulative net inflow at $1.79B and net assets at $1.69B; CoinGlass's cumulative reads $1.71B, a definition gap between the two series, not a flow disagreement.

Why it matters: XRP Flows improves only on two straight weeks at or above $39.78M. A zero Monday makes this week's target harder, but no single day moves the gauge, and a zero is not an outflow; the worsen test needs a verified net weekly outflow.
