What is verified is the statement, not the offer. The source is unnamed, and Fars, citing unnamed Iranian sources, called the Reuters and Kyodo reports invalid and untrue. A secondhand denial from unnamed sources does not contradict the report, so the desk logs the official's statement VERIFIED and a formal Iranian government offer UNVERIFIED. No US response has been located.
Counter-evidence: Newsquawk carried Iran's deputy parliament speaker saying surrender costs more than resistance, Bessent's airline ban takes effect Wednesday (item 5), and two tankers were hit Monday (item 4). This is a condition, not a reopening. The Hormuz gauge moves on transits, not offers.

Brent settled $100.34 Monday, down 3.4% for a fourth straight decline (CNBC), and traded $98.56 at 7:15 am ET Tuesday; The National had $97.69 at 7:09 am ET, a spread of about 90 cents in a fast tape.
Why it matters: the Macro Backdrop improve test counts five consecutive settlements below $100.00, and Monday missed by 34 cents, so the count is zero of five. A Tuesday settle below $100 would start it. The Oil Shock test needs a settle below $90.00, about $8.56 away (desk calc).
Counter-evidence: restart volume is unconfirmed and the pipeline was pumping at a low rate by Reuters' own sources. Only settlements move the gauges.
3Bitcoin ETFs take $999M as XRP funds print zero
High✓ VerifiedUS spot bitcoin ETFs took in $999 million Monday on Farside's table, $998.95 million on SoSoValue as reported, the largest day of 2026, led by IBIT $381.4 million, ARKB $289.1 million and FBTC $238.8 million. Ether ETFs added about $270 million.
XRP ETFs printed zero. SoSoValue shows $0.00 for all five XRP funds on Sept 21, marked update completed, with cumulative inflows at $1.71 billion and net assets of $1.62 billion; CoinGlass also shows +0 for every fund. Two trackers agree: zero.
Why it matters: XRP rose to about $1.54, up about 4% from Monday's stamp, with no ETF demand behind it on a day bitcoin funds took nearly $1 billion. CoinDesk's derivatives read points the same way: XRP open interest rose to 2.46 billion tokens from 2.2 billion, cumulative volume delta was negative, and CoinGlass whale bias was bearish on XRP. The rally is leverage and beta, not fund buying. The weekly tests need a full week of prints; nothing fires yet.
4Second tanker hit Monday; Tuesday explosion report unconfirmed

Why it matters: the Hormuz improve test needs five sessions at or above the ten-day average with no new strike, and Monday reset it, so it stands at zero of five. The National, citing Kpler preliminary data, put the weekend at 14 against 36, versus the 12 against 35 Reuters reported; both are provisional Kpler reads and the desk keeps the Reuters figure as its series. Monday's daily count was not located.
5US moves to ground Iranian airlines worldwide from Wednesday

6SoFi goes live on Mastercard; Binance buys $100M of Circle

This is competition, not confirmation of an RLUSD-wins-the-rails thesis. The Circle filing also shows what distribution costs: Circle is paying Binance to hold and promote USDC.

8OCC clears three more trust banks; Ripple's charter is not new
