XRP Flows moves to WEAKENING on the first net weekly outflow since the August reset, $1.83 million, as XRP slips to $1.30; Standard Chartered, DriveWealth and Cross River each put RLUSD on the XRP Ledger inside regulated plumbing; Brent settles $109.86, its highest since May, as Hormuz crude flows run about 40% below prewar; and the 30-year par yield closes 5.43% twice, taking the Bond Stress count to 2 of 5, while stocks post their worst week since June.
Where things stand
XRP spot: $1.30, CoinGecko, Saturday Oct 17, about 8:45 am ET; 24-hour range $1.29 to $1.34 and seven-day change about -7.1% on CoinGecko. Down about 5.8% from the Oct 10 stamp of $1.38 (desk calc). Evidence verified through Oct 17, 9:00 am ET.
One gauge moved: XRP Flows, NEUTRAL to WEAKENING. The week of Oct 12 netted -$1.83M across SoSoValue and CoinGlass, the first net weekly outflow since the August reset, and the pre-registered worsen test fired. The other seven hold and both arrows stay on. Macro Backdrop: five Brent settles above $100, count zero. Hormuz: improve count zero. Tap any gauge for its basis, criteria and math.
- Bond Stress: improving arrow holds. Par closes 5.43% Thursday and Friday, count 2 of 5.

Top 3 things that matter
1. XRP Flows moves to WEAKENING on a $1.83M net weekly outflow
High✓ VerifiedThe first net weekly outflow since the August reset fired the pre-registered worsen test; small in size, sign-based by design, and the first XRP-specific gauge move since the reset.
Three regulated institutions chose the XRP Ledger as a stablecoin settlement rail in four days, none of them buying XRP, in a week the token fell 5.8%.
3. Brent settles $109.86, highest since May, as Hormuz flows fall
High✓ VerifiedA 4.9% weekly gain on Kpler flows about 40% below prewar and the collapse of the Russia-Ukraine energy truce keeps both oil-tested gauges at the top of their scales.
What changed
- XRP Flows moved to WEAKENING: the week of Oct 12 netted -$1.83M ($0, $0, +$740.41K, -$104.51K, -$2.47M), matched on SoSoValue and CoinGlass; the ORANGE-level tests are in the register.
- Three regulated institutions put RLUSD on the XRP Ledger in four days: Standard Chartered custody live through its DIFC branch (Oct 12), DriveWealth settlement Europe-first (Oct 14), Cross River core-system integration (Oct 15); none involves an XRP purchase.
- December Brent settled $109.86 Friday, up 4.9% on the week, the highest since May 19, as Kpler put Hormuz crude exports about 40% below prewar and Ukraine abandoned the energy ceasefire after striking Ryazan.
- The 30-year par yield closed 5.43% Thursday and Friday, from 5.60% at the baseline; the Bond Stress improve count is 2 of 5. High-yield spreads widened 12 bp to 3.23%.
- CPI rose 0.6% and PPI 1.3%; October hike odds peaked near 54% and ended near 14% after Warsh gave no signal; December is priced near 90%.
- Stocks had their worst week since June: S&P 500 -1.9%, Nasdaq -4.5%, VIX 19.99.
- Evernorth's first week as XRPN: closes $16.91 Monday to $16.07 Thursday; Ripple, Kraken, Coinbase and BitGo named as execution partners; bell rung Oct 14.
- A wartime-high attack week in Hormuz: 12 vessels struck Oct 5 to 11, two ships sunk, a tanker hit 68 nm off Jubail Friday; the IRGC's Saturday claim of a supertanker on a mine is unverified.
- August TIC: Japan's Treasury holdings fell $35.6 billion in the intervention month.
- Claim tracker: 11 new claims; 13 open verdicts re-tested, none moved. Watch list: 9 items resolved, 4 opened, 23 carried with dated lines; 44 active.
Signal vs noise. Signal: the flows gauge move, because it is the first XRP-specific gauge move since the August reset and the number that fired it is small enough that the reader should know the test is about sign, not size; the RLUSD week, because three regulated balance sheets choosing the ledger in four days is the infrastructure thesis's best week on the record, and because the token fell 5.8% while it happened, which is the cleanest evidence yet that the two variables are separate; and the long bond, where two par closes at 5.43% started a count that would take Bond Stress off RED for the first time since late September. Noise: the $110 Brent headline as a new regime (it is $5 above last Friday and about $16 below April's war high, with the Oil gauge already at the top of its scale); October hike odds swinging from 22 to 54 to 14 in three days (the test is the Oct 28 decision, and December pricing barely moved); and the IRGC's supertanker-mine statement, which had no vessel, no notice and no confirmation by run time and is graded accordingly.
Ranked items
1XRP Flows moves to WEAKENING on a $1.83M net weekly outflow
High✓ VerifiedXRP spot ETFs ended the week of Oct 12 at -$1.83 million: $0 Monday, $0 Tuesday, +$740.41K Wednesday (all Bitwise), -$104.51K Thursday and -$2.47 million Friday, all of it out of Canary's XRPC. SoSoValue's daily history and CoinGlass's USD table match fund by fund on all five prints (screenshots Oct 17), so the weekly figure is the sum of five verified prints, a desk calculation. The pre-registered test on the tile reads: worsens to ORANGE WEAKENING on a verified net weekly outflow, with no two-week requirement. It fired, and the gauge moves from NEUTRAL to WEAKENING. Scale is stated, not hidden: -$1.83 million is 0.12% of the $1.47 billion in net assets and the smallest weekly figure in either direction since the August reset. The test is sign-based by design, because waiting for a large number means waiting until it is obvious. Counter-evidence: no tracker shows the week positive; SoSoValue's weekly summary had not posted at run time, and if it differs from the daily sum the desk will say so. Cumulative inflows stand at $1.80 billion; net assets fell from $1.53 billion Thursday to $1.47 billion as XRP slid to about $1.30 (CoinGecko). New tests are on the tile: back to NEUTRAL on one verified week at or above the $39.78M reference; down to NEGATIVE on a further verified net weekly outflow.
2RLUSD's banking week: Standard Chartered, DriveWealth and Cross River
High✓ VerifiedThree regulated institutions chose RLUSD on the XRP Ledger in four days. Oct 12: Standard Chartered said institutional custody of RLUSD on the XRP Ledger is live through its DIFC branch, regulated by the Dubai Financial Services Authority, and that it is working with Ripple and LMAX Group to make RLUSD eligible collateral under its mirroring model, which is not live yet (Ripple; The Block). Oct 14: DriveWealth will settle in RLUSD on the XRP Ledger, Europe first, with no go-live date (The Block). Oct 15: Cross River will integrate RLUSD on the XRP Ledger into its Core Operating System through a single API, in limited states, with no go-live date and no named client (crypto.news; ROI-NJ). What they share: regulated balance sheets taking the XRP Ledger as the settlement rail for a dollar stablecoin, which is the infrastructure thesis doing what it is supposed to do. What none of them involves: a purchase of XRP, a disclosed volume, or a live client. The desk keeps Ripple corporate and XRP demand as separate variables, and the week made the point for it: as these rails were announced, XRP fell about 5.8% from the Oct 10 stamp and the flows gauge turned WEAKENING. Standard Chartered did not disclose client numbers or RLUSD under custody. Go-live dates, the state list and a first named client are the markers on the watch list.
3Brent settles $109.86, highest since May, as Hormuz flows fall
High✓ VerifiedDecember Brent settled $109.86 Friday, up $3.94 or 3.7%, its highest settlement since May 19; the week's gain was 4.9% from $104.72. WTI closed $101.41, up 10.4% on the week and its highest since Sept 17 (Reuters via The Nation; Yahoo Finance). The drivers sat on both sides of the Gulf. Flows: Kpler put crude exports through Hormuz at 8.5 million bpd in the week ended Oct 12, about 40% below prewar, with daily swings from 3 million barrels Monday to 6 million Friday (CNBC); Kpler's Oct 15 note said Iranian attacks drove Gulf crude flows sharply lower. Russia: Zelenskiy said Kyiv was abandoning the energy-site ceasefire, and a primary distillation unit at the Ryazan refinery stopped after a drone attack on Oct 15, two industry sources told Reuters, so the diesel relief priced on Oct 12 is now in doubt. Offsets: the IEA agreed Oct 15 to accelerate the last 100 million barrels, over 20 million of them diesel, and the DOE issued a request for proposals on Oct 16 for an exchange of up to 17 million barrels from the Strategic Petroleum Reserve. Gauges: Oil Shock holds SHOCK with the $90.00 marker $19.86 below the settle; Macro Backdrop's sub-$100 count stays at zero after five settles above $100. Counter-evidence: CENTCOM's commander said 400 ships and 100 million barrels moved through the strait in a week; UKMTO counted 254 transits in the seven days to Oct 14, including escorted dark traffic, down from 275. The desk's Reuters commodity-vessel series had no fresh print this week, and Kpler's barrel series is not blended with it.
430-year par closes 5.43% twice; Bond Stress count 2 of 5
High✓ VerifiedTreasury's par curve printed the 30-year at 5.56% Tuesday, 5.52% Wednesday, 5.43% Thursday and 5.43% Friday, with the bond market closed Monday (U.S. Treasury). The improve test needs five consecutive par closes at or below 5.50, so the count is two of five; Monday through Wednesday next week at or below 5.50 would complete it and move the gauge to ORANGE, and a close above 5.56 withdraws the arrow. Across the curve the 10-year fell from 5.24% to 5.09%, 15 bp on the week, the 2-year from 4.80% to 4.74%, and the 20-year ended 5.47%. Thursday's rally was a flight to safety during the AI selloff, not an inflation reprieve: CPI rose 0.6% and PPI 1.3% in the same week. Credit went the other way: ICE BofA high-yield spreads widened to 3.23% on Oct 15 from 3.11% on Oct 9 (FRED), 12 bp, which keeps the Yen Carry improve test's credit leg failed. MOVE, a tracked input and not a trigger, closed 99.06 on Oct 14 and traded 104.36 at midday Oct 15 (Yahoo Finance); the Oct 15 and Oct 16 closes were not located and are recorded as a gap. The 30-year sits 7 bp under the 5.50 line, so a bad auction or a hot print next week is what undoes the count.
5Hot CPI and PPI, then no signal from Warsh; December hike near 90%
High✓ VerifiedSeptember CPI rose 0.6% with core up 0.3%, 3.7% and 2.6% over the year (BLS, Oct 14); September PPI rose 1.3%, the most since March 2022, and 6.3% over the year (BLS, Oct 15). CME FedWatch's October hike odds went from about 22% before CPI to about 54% after it, back to about 28% as Daly and Bowman said there was no urgency, and to about 14% after Warsh spoke in Bangkok on Friday (Benzinga); Euronews read the Friday figure at about 30%, and the desk records the spread rather than picking one. Both put a December hike near 90% on CME pricing, with Polymarket at 79%. Warsh said "I don't prejudge meetings," called AI the biggest economic shift of his lifetime and said the Fed will no longer preview moves; New York Fed's Williams said one more hike "may be appropriate" and saw no need for more in 2027 (Euronews). The blackout began Oct 16 and the decision is Oct 28, six days before the midterms. Gauge: Global Liquidity holds NEUTRAL; the worsen test is an actual second 2026 hike, not its probability. Counter-evidence: payrolls added only 29,000 in September, the dovish leg the hawks have to argue past.
6Stocks post their worst week since June as the VIX closes near 20
High✓ VerifiedThe S&P 500 fell 1.1% Friday to 7,659.44 and 1.9% on the week, erasing the prior week's record run; the Nasdaq fell 2.1% Friday to 26,140.03 and 4.5% on the week, its first weekly loss in five and the worst for both since June (AP via ABC News). The Dow held up, closing 52,002.41 and up 0.7% on the week. The semiconductor index fell 3.8% Friday, its eighth straight loss, and 11.4% on the week, the worst since April 2025, on concern about debt-funded AI buildout and Chinese chip competition (CNN); Micron lost 5.6%, AMD 6%, Broadcom 4.5% and Intel 5.8% (AP via BNN Bloomberg). VIX closed 19.99, up 3.53 or 21.5%, with a 22.31 intraday high (Cboe via Yahoo Finance), from 14.84 at the Oct 9 baseline. Energy stocks rose on the oil move, which is the week's divergence in one line. Gauge: Risk Appetite holds MIXED; the desk states plainly that this gauge carries no pre-registered test, so a move either way would be judgment, and the week's evidence was split: equities and crypto sold, energy and the long bond rallied.
7Evernorth's first week as XRPN: partners named, bell rung
Medium✓ VerifiedXRPN closed $16.91 Monday, $16.48 Tuesday, $15.26 Wednesday and $16.07 Thursday on 1.3 to 1.7 million shares a day (FinancialContent); Friday's close was not located at run time and will be carried in Monday's brief. The company named Ripple, Kraken, Coinbase and BitGo as inaugural execution partners on Oct 14, with strategies starting in the fourth quarter and no deployment size (GlobeNewswire; The Block), rang the Nasdaq closing bell the same day, and earlier named Hugo Jeandesboz chief investment officer. At $1.30, the 473,276,430 XRP on its books are worth about $615 million (desk calc), against the $300 million gross cash in the deal release and the roughly $47.6 million the closing 8-K released from trust. Nothing in the week disclosed an XRP purchase or a yield deployment; the active-treasury item on the watch list stays open for the first one. Read: a listed XRP balance sheet now trades daily against its holdings, and the first week priced it near them, not above.
8Record Hormuz attack week: two ships sink, a tanker hit off Jubail
High✓ VerifiedUKMTO logged 12 vessels attacked between Oct 5 and 11, the most of any week of the war, and 21 attacks from Oct 1 through Thursday morning (CNN; Iran International). The Singapore-flagged container ship GFS Pride sank after being struck on Oct 13; CENTCOM says an IRGC projectile, not the mine Iran claimed, and a second cargo vessel sank within 24 hours (CNN; Gulf News). On Friday a tanker was struck by an unknown-origin projectile 68 nautical miles northeast of Jubail, deep inside the Gulf, and its crew was evacuated to a UAE-flagged container ship; Vanguard identified it as the Marshall Islands-flagged ST3 with an engine-room fire (AFP via L'Orient Today). On Saturday the IRGC Navy said a supertanker carrying over 2 million barrels exploded after hitting a naval mine on an unauthorized route east of the strait with its tracking off; no UKMTO notice or vessel identity has been located, so that claim is UNVERIFIED and sits on the watch list (Reuters via Al Arabiya). Iran says it is increasing strikes in response to the US blockade and the September sanctions. Gauge: Hormuz holds DISRUPTION with the improve count at zero; no fresh Reuters commodity transit count this week, so the series the improve test is written on carries no new reading.
9Houthis hit Aramco's HQ; a missile toward Yanbu is intercepted
High✓ VerifiedA Houthi attack caused a limited fire at Aramco's administrative headquarters in Dhahran overnight Oct 13 to 14, with no casualties (Saudi energy ministry via Reuters; The National). King Fahd International Airport in Dammam was attacked on Oct 11 (GACA), and the Houthis claimed hits on the Shedgum gas plant and Tanajib facility that no Saudi statement confirms. On Friday the Saudi-led coalition said it intercepted a ballistic missile launched toward Yanbu, the Red Sea port that lets Saudi crude bypass Hormuz, with no damage reported (Rapidan via Reuters). Military sources told wires the Houthis took the port city of Mocha; that is unverified and not ranked. What is not true yet: no producing or refining site in Saudi Arabia has a confirmed hit, which is the watch item's marker (Oct 27). The US decision on joining Saudi strikes is still pending. Why it matters: the East-West pipeline and Yanbu are the Hormuz bypass; a confirmed hit there is the event that would turn the oil read from a shipping problem into a production problem.
10Yen holds 158; August TIC shows Japan's Treasury pile fell $35.6B
Medium✓ VerifiedUSD/JPY closed 158.00 Friday (PoundSterlingLive), inside a 157.55 to 158.95 week; no session moved three yen, so the worsening arrow holds 2.00 yen under the 160 close trigger, and Katayama repeated that intervention is available. The August Treasury International Capital data, released Oct 16, show Japan's holdings of US Treasuries fell $35.6 billion to $1,068.3 billion from $1,103.9 billion in July (U.S. Treasury), the month of the record intervention. That is consistent with Treasuries funding it, but TIC is custodial data and cannot attribute sales to the Ministry of Finance; the intervention-funding claim stays PARTIALLY VERIFIED and the FIMA repo check stays open. The 10-year JGB closed 2.93% from 3.02% a week earlier (Trading Economics); board member Koeda warned against hesitation on hikes, reports say the BOJ is reluctant to hike back-to-back in October with December under consideration, and the meeting is Oct 29 to 30. Tracked inputs, not triggers: Brent in yen about ¥17,358 (desk calc) from about ¥16,527 at the Oct 9 inputs; the US-Japan 10-year spread 2.16 points, 6 bp narrower on the week. Improve test: the range leg holds and the credit leg still fails, with HY spreads at 3.23% against 2.68% on Sept 18.
11Bitcoin and ether ETFs lose $228M and $320M on the week
Medium✓ VerifiedSpot bitcoin ETFs printed -$65.4M, +$175.7M, -$261.4M, +$5.1M and -$82.4M Monday through Friday, a week of -$228.4 million (Farside), after -$678.9 million the week before; IBIT lost $165.4M on the week and FBTC $60.2M (desk sums of the daily table). Ether ETFs printed -$85.4M, +$24.8M, -$129.5M, -$60.3M and -$69.7M, a week of -$320.1 million (Farside), after -$542.2 million. The bleed slowed; it did not stop. These are context for the XRP Flows gauge, not inputs to it: the week in which XRP funds turned negative by $1.83M was the third straight net-negative week for bitcoin funds, so the XRP print reads as part of a broad withdrawal from crypto ETFs rather than an XRP-specific one, which is a reason to watch the next print rather than a reason to discount this one.
12Ripple's product week: RWA swaps on Prime, Meritz, Privy wallets
Medium✓ VerifiedRipple Prime said on Oct 15 that institutional clients can trade and settle real-world-asset perpetual swaps against more than 100 reference markets, cross-margined and 24/7 (Ripple), a product extension with no XRP demand claim attached. Ripple signed Meritz Securities as its first Korean securities partner and fourth Korean institutional partner, with XRP's role unstated (Crypto Briefing; crypto.news). Ripple and Stripe-owned Privy will bring embedded wallets to the XRP Ledger, with CoinDesk reporting AI-agent payments on the ledger past 14 million (CoinDesk). With Evernorth's partner list and the three RLUSD integrations, this was the busiest corporate week since the desk's baseline, and the token's response was a 5.8% decline. The standing line applies: rail-building is an infrastructure variable; XRP demand is measured on the flows gauge and the tape, and this week both pointed the other way.
13Witt leaves an empty crypto council; Schwab's list skips XRP
Medium✓ VerifiedPatrick Witt, who led the White House push for the Clarity Act, left the administration, leaving the crypto council with no staff (The Hill; CoinDesk), with the Senate's post-cloture path for H.R. 3633 unclear and the Regulation Crypto Assets comment window closing Oct 20. Schwab's Oct 15 business update completed its retail crypto rollout through Paxos sub-custody and named Solana, Avalanche and Chainlink as the next additions by year end; XRP is not on the list (Schwab; Tech Times), which keeps the Paxos watch item open with no named partner switched on. Gauge: Macro Backdrop's regulatory leg needs Senate passage, a Federal Register rule or an OCC letter; none arrived, and the leg cannot move the gauge while Brent settles above $100 in any case.
Watch next
Bull / base / bear for the week ahead.
- Bull: the week of Oct 19 prints a verified XRP ETF total at or above $39.78M, returning the flows gauge to NEUTRAL in one week; the 30-year par closes at or below 5.50 on Oct 19, 20 and 21, moving Bond Stress to ORANGE; a Standard Chartered, DriveWealth or Cross River go-live with a named client; Tehran reopens the Qatar channel and transit counts recover; Brent settles below $100 and opens the Macro Backdrop count.
- Base: XRP flows run flat to small either way and the gauge holds WEAKENING; the Bond Stress count completes or resets on the Oct 28 pricing; USD/JPY holds 156 to 159; Hormuz strikes continue near the recent rate with Brent oscillating above $105; the Fed holds Oct 28 with December the majority call.
- Bear: a second net weekly XRP outflow fires NEGATIVE; USD/JPY closes above 160 or moves three yen in a session, firing Yen Carry to ELEVATED; a confirmed Houthi hit on a producing site or Yanbu; the long bond gives back the week on a bad auction; equities extend the AI selloff with the VIX holding above 20. Hostile backdrop plus a flow reversal remains the bullish thesis's stated invalidation, and this week the flow reversal arrived, small.
No point-price forecasts; the desk's tests are the pre-registered criteria on the tiles.
Watching:
- XRP ETF week of Oct 19: daily prints Monday to Friday; $39.78M restores NEUTRAL, a net outflow fires NEGATIVE; Friday Oct 23 closes it.
- US 30Y: par closes Oct 19 to 21 at or below 5.50 complete the count; a close above 5.56 withdraws the arrow.
- Regulation Crypto Assets: comment window closes Oct 20.
- XRPL: fixCleanup3_4_0 earliest activation Oct 23.
- Hormuz: a UKMTO notice or vessel identity for the IRGC's Oct 17 mine claim and for the Jubail strike; a fresh Reuters commodity transit count.
- Saudi front: a Saudi or Aramco confirmation of a strike on a producing or refining site, by Oct 27.
- FOMC Oct 28: hold priced; the Global Liquidity test is an actual second hike. BOJ Oct 29 and 30.
- Evernorth: XRPN's Friday close, carried Monday; any filing with a cash balance.
- Later markers: midterms Nov 3; Treasury buybacks end Nov 4; September TIC Nov 18.
Key Levels:
- US 30-year: ORANGE on five consecutive par closes at or below 5.50. Last close 5.43% Friday, count 2 of 5.
- USD/JPY: ELEVATED on a close above 160 or a three yen session. 158.00 Friday.
Retired from Watching: the Oct 16 XRP ETF print (posted; it fired the gauge), Friday's 30-year close (posted, 5.43%), the Russia-Ukraine energy ceasefire (collapsed Oct 15; resolved on the watch list, with the Ryazan outage opened as its own item), and the Cross River state list (a longer-running thread, carried on the watch list).
Methodology note (weekly disclosure): One gauge moved on its pre-registered test: XRP Flows to ORANGE WEAKENING on a -$1.83M week. Per the register rule, the two tests that governed the YELLOW level are stamped superseded and two ORANGE-level tests are in force, both reinstating the August precedent (back to NEUTRAL on one verified week at or above $39.78M; down to NEGATIVE on a further verified net weekly outflow); methodology stays v1.1.2 because no test's substance changed. Tracked-inputs review, due about Oct 16: Brent in yen, the JGB 10-year, the US-Japan 10-year spread, MOVE and VIX all stay tracked inputs and not triggers; the pre-registration decision moves to the Oct 24 run so the readings can be reviewed with the editor present, and because the MOVE close was not located on Oct 15 or Oct 16, a gap this note records. Trackers: SoSoValue and CoinGlass matched on all five XRP ETF prints for a third straight week; the tracker-disagreement watch item is resolved as settled. Series notes: the Friday USD/JPY close is 158.00 on PoundSterlingLive and 157.96 on Trading Economics; PoundSterlingLive's table now prints the Oct 9 close at 158.31 where the Oct 9 summary published 157.82 from the same source, a revision the desk records without restating the baseline; Investing.com's Oct 16 Brent row showed 105.75 against the 109.86 settle on Yahoo Finance, Bloomberg and Reuters, so the settle is used; XRPN's Friday close was not located. Hormuz: no Reuters commodity-vessel transit count printed this week; Kpler barrel flows and UKMTO's combined transits are reported as separate series and are not compared to it. Corrections without a push this week: none logged on the Oct 12 to 16 briefs; the Oct 15 brief carries one post-publish edit stamp (9:35 am ET, minutes after publication) with no fact changed. Site rendering faults: none reported. Watch list sweep: 9 resolved, 4 opened, 23 carried with dated lines; the 13 open claims re-tested today are listed on the Claims page with today's date.
This is research and intelligence, not investment advice. The desk does not make recommendations to buy or sell any asset.
